The Politburo has just issued Regulation No. 365-QD/TW, dated August 30, 2025 on standards for cadres' titles under the management of the Party Central Committee, the Politburo, the Secretariat and the framework for standards for cadres' titles of leaders and managers at all levels.
This regulation stipulates the standards for the title of cadres under the management of the Central Government and the framework for standards for the title of cadres leading and managing at all levels in the political system.
Regulation No. 365-QD/TW has set out general standards for leaders and managers at all levels, including requirements for moral qualities, lifestyle and sense of organization and discipline.
Accordingly, leaders at all levels must have good moral qualities; a honest, modest, sincere, and simple lifestyle; need, thrive, be honest, be fair, and be selfless; strictly comply with regulations on exemplary responsibility, on what Party members are not allowed to do; have a self-consciousness to cultivate and practice their own ethics.
Leaders and managers, especially leaders, must be exemplary in moral qualities, lifestyle and sense of responsibility, creating trust and positive spread in the collective of agencies, localities and units; at the same time, they must be diligent, hard-working, dynamic, innovative, dare to think, dare to speak, dare to do, dare to speak together with doing, agree between thoughts - actions - results; dare to take responsibility, dare to face difficulties and challenges, dare to sacrifice personal interests for the common good. Notions; political opportunities, power ambitions, using all means to have positions, rights, and rewards to be planned and appointed. There is a spirit of building and maintaining solidarity, promoting democracy, being exemplary, and loving comrades and colleagues.
Do not be corrupt, wasteful, opportunity, or profiteering; do not let family, relatives, or others take advantage of their positions and powers for personal gain. Actively fight to prevent and repel signs of degradation in political ideology, ethics, lifestyle, manifestations of "self-evolution", "self-transformation" within the organization. Resolutely fight against bureaucracy, embezzlement of power, corruption, waste, negativity, individualism, luxurious lifestyle, practicalism, seclusion, locality, and group interests.
Strictly implement the principles of organization and discipline of the Party, especially the principle of democratic centralism, self-criticism and criticism, strictly comply with discipline in speech; strictly comply with State laws, regulations of localities, agencies and units; properly and fully implement the authority, responsibility and direct the strict implementation of principles, regulations, rules and procedures on personnel work; resolutely fight against manifestations and actions contrary to the regulations of the Party and State in personnel work.
