Do not let power projects get stuck due to delayed administrative procedures

The Deputy Prime Minister requested 3 corporations and 1 military enterprise to resolutely implement the power project and not to let the power project stall due to delayed administrative procedures.

On the afternoon of September 11, at the Government Headquarters, Deputy Prime Minister Bui Thanh Son chaired a nationwide in-person and online meeting on the implementation of the Adjustment of Power Plan VIII; difficulties, obstacles and solutions to ensure power supply in the coming time.

For projects with investors, the Deputy Prime Minister requested investors to develop plans and progress guidelines, send them to the People's Committees of provinces and centrally run cities to report to the Ministry of Industry and Trade for inspection, monitoring, and urging implementation in accordance with the set plan.

The Ministry of Industry and Trade and the People's Committees of provinces and cities direct and urge investors to speed up the progress, put factories into operation 3-6 months earlier; have strict handling plans for investors who are slow to implement projects, or do not implement projects, affecting national energy security.

For projects without investors, the Deputy Prime Minister requested the Ministry of Industry and Trade to direct localities to immediately implement the selection of investors, completing this task in the fourth quarter of 2025.

The Ministry of Industry and Trade and localities are fully responsible to the Government and the Prime Minister if there are delays in selecting investors, affecting the ensuring of national energy security.

Ministries, branches and localities review and handle according to their authority and legal regulations for problems in the implementation of the adjusted Power Plan VIII; promptly report to competent authorities for consideration and handling of difficulties and problems.

Absolutely do not let projects and works get stuck due to the delay in handling administrative procedures of ministries, branches, agencies and localities, complete this task in October 2025.

For localities, the Deputy Prime Minister emphasized that localities urgently update the list of power sources and grids identified in the VIII Electricity Plan to be adjusted to the provincial planning, specialized planning on urban, rural areas, and provincial land use.

The Deputy Prime Minister requested the following Corporations: Vietnam Electricity, Vietnam National Industry - Energy, Vietnam Coal - Mineral Industries and Army Corps 19 - Ministry of National Defense to resolutely implement the power source and grid projects assigned as investors, ensuring progress, quality efficiency, environmental protection, especially the first 2 nuclear power plant projects in the country.

Corporations direct power plants under their management to do a good job of preparing for production, absolutely not allowing fuel shortages for power plants, water shortages for hydroelectric reservoirs according to the reservoir operation process.

Proactively take care of maintenance solutions and prepare alternative materials and equipment for the distribution grid system, minimizing repair, outage, and reduction of power supply during operation.

Vietnam Electricity Group proactively speeds up negotiations on electricity purchase and sale contracts according to regulations, in the spirit of harmonizing the interests of the state, investors and people.

Vietnam National Industry - Energy Group directed Vietnam Gas Corporation to promptly complete the agreement to intersect the Cai Mep - Phu My pipeline to put into operation the gas supply for Phu My Thermal Power Plant in October 2025.
