On the afternoon of October 11, the Committee for Culture and Society continued its 3rd plenary session to review the draft revised Press Law.
The draft stipulates that "multi-medium media agencies" are press agencies with many types of press, affiliated press agencies; have a special financial mechanism according to Government regulations.
The operation of the major multi-medium media agency must comply with the Planning for the development of the network of press, radio, television, electronic information and publishing facilities approved by the Prime Minister.
Local press, radio and television agencies are press agencies under provincial and municipal Party committees, with many types of press and press products.
Chairman of the Committee on Culture and Society Nguyen Dac Vinh raised a number of major issues in the draft.
In particular, there are opinions suggesting the form of a large media press group with the model of a press agency as a public service unit, which can establish a business. At the same time, there was a time when the press conference was discussed.
However, the current draft law stipulates the direction of the main media agency.
According to the Chairman of the Committee on Culture and Society, the word "powerful" is mentioned in a number of documents, with high consensus and it is necessary to identify the media- main press agencies to have their own specific mechanisms.
Currently, there are 6 press agencies identified as the main actors in building in the field of multimedia, including Vietnam Television, Voice of Vietnam, Vietnam News Agency, Nhan Dan newspaper, People's Army newspaper, and People's Public Security newspaper. The draft law also assigns the Government to specify in detail about key agencies.
Thus, if there is and determines which agency is the main subject, the criteria will be under the authority of the Government.

Regarding the press economy, Chairman of the Committee for Culture and Society Nguyen Dac Vinh suggested that there should be policies to create conditions for press agencies to participate in business in a legitimate and legal manner, with a source of revenue and development.
Speaking to accept and explain afterwards, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh stated that the drafting agency will continue to accept the opinions raised by delegates to complete the draft law.
Regarding the model of a group or press group, Deputy Minister Le Hai Binh said that in order to create conditions for press development, the drafting agency had a plan for this content and in the statements of some senior leaders mentioned the group.
At the same time, the drafting agency has carefully studied press models in other countries, especially China.
However, in the process of reviewing and submitting to the Government Standing Committee, the National Assembly Standing Committee found that it should be implemented according to Plan 362 (Decision 362 of the Prime Minister approving the National Press Development and Management Plan to 2025 - PV) which has named the Major Multimedia Media Agency.
Deputy Minister Le Hai Binh stated that after the law is passed and implemented, it will continue to be drawn up and when "ripe" it will be submitted to the competent authority to be able to propose a press corporation model.
