On May 5, at the Government Headquarters, Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau chaired a meeting on the policy of the revised Law on Dissemination and Education of Law (PBGDPL).
Concluding the meeting, Deputy Prime Minister Le Tien Chau affirmed that policy making is an important step, which must be implemented in accordance with the spirit and objectives set out.
We thoroughly grasp and strictly implement the Politburo's Conclusion on innovation in law-making and in the general spirit that content under the authority of the National Assembly should be included in the law; under the Government should be issued a decree; under ministries and sectors should be issued a circular. In particular, ensure that the promulgated law can go into life immediately, avoiding the situation of having to wait for decrees and guiding circulars," the Deputy Prime Minister emphasized.

Also according to the Deputy Prime Minister, Dissemination and legal education are part of the "life" of law, belonging to the implementation stage. No matter how complete the legal system is, if the organization of implementation is not good, the effectiveness will still be affected.
Meanwhile, the current implementation organization stage is assessed as still limited, in which, the work of Disseminating and educating on the law is also a weakness. Therefore, this amendment needs to be fundamental and comprehensive.
Requiring careful policy assessment, full identification to build a suitable policy system, thereby designing specific regulations in the law, the Deputy Prime Minister pointed out some inadequacies. For example, the current forms and methods are still old and difficult to access.
In terms of content, it is necessary to select more sharply and differentiate according to each target group. The team of reporters is surplus in quantity but lacks in quality, lacks dedicated people and good methods.
Along with that, the Deputy Prime Minister said that legal education works effectively in some places but is still formalistic in others. Therefore, the requirement is to comprehensively re-evaluate the Coordination Council for Dissemination and Legal Education on the number, composition, and content of activities.
In which, consider whether to maintain the Coordination Council for Dissemination and Legal Education at the commune level or not, in the context of the general trend of streamlining councils and steering committees.
Instead of establishing more organizations, responsibility should be clearly assigned to the heads of agencies and units," the Deputy Prime Minister stated his opinion.
Regarding funding, thoroughly grasping that investment in building and organizing law enforcement is investment in development, the Deputy Prime Minister noted that the allocation must be reasonable, in accordance with regulations, placed in a general overall, avoiding special mechanisms that are spread out.
Government leaders requested the Ministry of Justice to preside over and coordinate with the Ministry of Finance to review and agree on issues with differing opinions, especially on commune-level councils and financial mechanisms, and report to the Prime Minister before May 8.
The Deputy Prime Minister agreed to postpone the deadline for submitting the Law to the Government to June 10, 2026.
It is necessary to urgently build parallel draft laws and guiding decrees, ensuring clear demarcation of authority in accordance with regulations, and at the same time strictly implementing requirements on innovation in law-making," the Deputy Prime Minister directed.
