This is one of the contents mentioned in Directive No. 58-CT/TW dated January 10 of the Secretariat on strengthening the Party's leadership over propaganda and political, ideological and legal education for workers in the new situation.
Directive No. 58-CT/TW was signed and promulgated by Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu.
Accordingly, the Secretariat requests Party committees, Party organizations, authorities, the Fatherland Front, socio-political organizations, trade union organizations and employer representative organizations to fully and deeply understand the urgency, long-term and importance of propaganda, political, ideological, and legal education for workers; consider this an important part of political and ideological work, a regular and long-term task in building a modern and strong working class to meet the requirements of national development.
Propaganda and education work focuses on equipping workers with basic contents about Ho Chi Minh's politics and ideology; Party guidelines and viewpoints; State policies and laws; patriotism, aspirations for development, spirit of solidarity, will of self-reliance, self-reliance, self-strengthening, national pride, thereby improving political bravery, class awareness, awareness of law compliance, industrial style and worker culture;
At the same time, consolidate workers' trust in the Party's leadership, foster patriotism, civic responsibility, and improve the ability to identify wrong and hostile views, acts of taking advantage of, inciting, causing instability in labor relations and social order.
Legal education focuses on regulations directly related to workers' rights and obligations; improving access to the law, awareness of self-protection of rights and interests; the ability to participate in dialogue, collective negotiation and supervision of law enforcement at enterprises.

The Secretariat's Directive clearly states the need to continue to review and improve laws on labor, trade unions and policies related to workers to ensure the right to study and access political, economic, cultural and legal information.
Propaganda and legal education work is associated with the task of protecting workers' rights such as: salaries, working hours, social insurance, health insurance, safety, occupational hygiene and dialogue at the workplace.
Strengthen solutions to gather and unite workers; synchronously implement policies to care for and ensure legitimate rights, improve working conditions, cultural institutions and social welfare, creating a foundation for workers to respond and participate in propaganda and education activities.
Trade union organizations at all levels proactively coordinate, dialogue, and negotiate with employers to arrange appropriate time, convenient locations and support necessary resources for propaganda and education work. Timely summarize, evaluate, commend and replicate good models and effective practices.
The Secretariat requests to promote the role and coordination of all levels of government, the Fatherland Front, socio-political organizations, representative organizations of employers, employers, and press agencies in propaganda and political, ideological, and legal education for workers; in which, the trade union organization plays a core role, directly organizing implementation at the grassroots level.
Employers are responsible for coordinating with trade union organizations, creating conditions for time, location, and necessary resources for workers to participate in learning, propaganda, and education activities; and at the same time, pay attention to and promote building corporate culture and creating a civilized working environment.
