On May 4, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung chaired a meeting to review the situation, remove difficulties and obstacles, and promote the implementation of the investment project to build Long Thanh International Airport phase 1.
Concluding, the Prime Minister emphasized the requirement to resolutely and strictly handle violations according to the provisions of law, without forbidden zones, without exceptions; but also to have appropriate solutions immediately to remove difficulties and obstacles, not to delay, stagnate, or interrupt project implementation.
The Prime Minister noted that the Politburo has approved the principle of allowing consideration, handling, and removal of difficulties and obstacles for projects simultaneously with the process of handling the responsibilities of violating collectives and individuals, ensuring that violations are not legalized, no new violations arise, and there are plans to overcome damages.
To date, the project implementation volume has reached about 76%, equivalent to about 70,000 billion VND, in case the project is stalled, it will cause waste and great damage, seriously affecting investment efficiency, people's and businesses' trust.
The Head of Government stated clearly that the goal of completing and putting the project into commercial operation in 2026 is a mandatory task to be implemented.
In the immediate future, ministries, branches, and relevant agencies need to prioritize focusing on immediately and thoroughly resolving 2 issues on: Consolidating the positions of Chairman of the Board of Directors and General Director of ACV to enhance responsibility, efficiency, and effectiveness in directing and operating work; removing obstacles to immediately pay contractors for the completed volume.
The Prime Minister requested the Ministry of Public Security to direct the Police Department for Investigation of Corruption, Economic Crimes, and Smuggling (C03) to urgently accelerate the investigation and handling of violations and errors in the project implementation process, ensuring clear people, clear tasks, clear responsibilities and creating conditions for bidding packages under the project to be implemented on schedule.
The Ministry of Finance directs the Task Force to remove difficulties and obstacles in payment work; approve the personnel policy of ACV before May 7 and based on the policy of the Ministry of Finance, ACV urgently implements personnel consolidation.
ACV is fully responsible for the progress and quality of component project 3 and other related tasks; develops plans and progress tables for project implementation and reports weekly to relevant ministries and sectors for information and direction.
Agencies request the State Audit Office to immediately conduct audits of packages and items of work that have been carried out of the project to support investors and contractors to proactively prevent and have solutions to handle errors in the implementation process.
The investment project to build Long Thanh International Airport has a total area of about 5,000 hectares, with a total investment capital of phase 1 of about 109.110 billion VND (about 4.6 billion USD).
According to the report at the meeting, the project is currently facing difficulties and obstacles, especially there have been violations of the law by some organizations and individuals in the process of organizing implementation, greatly affecting the implementation of construction (almost being stalled), high risk of not completing the project on schedule, due to the leadership and direction of the investor and contractor at the construction site being interrupted, obstacles in payment, shortage of human resources, shortage of raw materials, fuels, and price fluctuations.
