General Secretary and President To Lam emphasized that the new unprecedented task needs to be tested with control; not because it is difficult not to do it.

On the afternoon of July 30, General Secretary and President To Lam chaired a meeting of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation (Steering Committee) on a number of tasks carried out since its establishment and key tasks to continue to be implemented in the coming time.

Concluding the meeting on major orientations for implementing Resolution 57 in the coming period, General Secretary and President To Lam proposed to continue to strongly shift from progress management to result management. Each task must clearly identify the issues to be resolved, the final product, users, agencies and responsible persons, implementation conditions and evaluation criteria.

The task is only considered completed when the product is put into use and produces measurable and verified results. What is eligible must be implemented immediately and done to the end.

The remaining problems must clearly identify the causes, authority and time limit for handling. New and unprecedented cases need to be tested with control; do not not do it because it is difficult but also do not replicate it when the effectiveness has not been proven.

General Secretary and President emphasized that it is necessary to create a fundamental shift from "simple labor" to "creative labor", associated with improving the quality of national human resources. This is the biggest goal and also the most important measure of Resolution 57 in the new period.

Step by step, farmers must become digital farmers, master modern agricultural technology; workers must master advanced technology and equipment; entrepreneurs must become the pioneering force of innovation; cadres must shift from management thinking to development-creating thinking. Creative labor must become the most important resource of the nation in the future.

The General Secretary and President clearly pointed out to focus resources on forming products, markets and competitive businesses. All research tasks must aim at the applicability, commercialization and improvement of the competitiveness of the economy and the whole society.

Resources must be prioritized for tasks that are fundamental, strategic, highly contagious and have a clear address for use; overcome the situation of spreading investment, dividing tasks but not creating strong enough products and capabilities.

Businesses must participate from the stage of identifying problems, researching, testing to commercializing products. The State focuses on creating institutions, ordering, sharing risks and creating an initial market for technology products to meet requirements.

Research institutes and universities must be more closely linked to the development needs of the country and businesses; be evaluated by technology, products and the actual value created.

Strong transformation from innovation in some fields to innovation in the whole society. Every citizen can be a subject of innovation. Every business must consider innovation as a vital condition for development. Each official must have a mindset of creating development.

Each ministry, sector, and locality must become a center of innovation in their field; must build a learning society, a creative society, and a culture of innovation that is widespread throughout society.

Immediately after this meeting, General Secretary and President To Lam requested to urgently complete the conditions for the Central Steering Committee to immediately start work after completion; fully complete the handover of work of the Standing Agency to ensure that tasks are not interrupted; focus resources on implementing the key and strategic tasks agreed upon at the meeting.

The General Secretary and President requested the Central Steering Committee, Party committees at all levels, Party organizations, agencies and localities to continue working with the highest sense of responsibility.

The spirit is that what has been said must be done, what has been committed must have results, what has been identified as a key and strategic task must be followed to the end, not letting the Resolution stop at slogans or emulation movements.
