On May 8, the Government Office said that the Government had just issued Resolution No. 122/NQ-CP of the regular Government meeting in April 2026.
In the Resolution, the Government requests to focus on reviewing the specialized legal system related to contents that have been decentralized, assigned powers, and delimited authority to promptly amend, supplement or promulgate new ones and take effect from March 1, 2027 according to the provisions of the Law on Organization of the Government, the Law on Organization of Local Governments and Resolution No. 190/2025/QH15 of the National Assembly.
Promptly develop and submit to the Government for promulgation a decree stipulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies; review and amend working regulations in accordance with the Government's working regulations and legal regulations.
Effectively implement the conclusions and directions of the Party, Resolution No. 105/NQ-CP of the Government promulgating the Action Program to implement Conclusion No. 210-KL/TW on continuing to build and complete the organizational structure of the political system; improve the operational efficiency of commune-level government.
Based on the recommendations that the inspection team of the Politburo and the Secretariat have pointed out, ministries and sectors should urgently resolve them before holding a preliminary meeting to summarize 1 year of 3-level government.
Organize preliminary reviews and assessments of 1 year of implementing the 2-level local government model; urgently complete the arrangement of residential groups, villages, hamlets and public non-business units according to the direction and guidance of the Central Government.

Focus on effectively implementing Resolution No. 29/2026/QH16 of the National Assembly on specific mechanisms and policies to handle violations of land laws by organizations and individuals occurring before the 2024 Land Law takes effect and remove difficulties and obstacles for backlog and prolonged projects.
Thoroughly handle public assets that are redundant and unused houses and land; completion deadline in the second quarter of 2026.
Effectively implementing Resolutions on cutting, decentralizing, and simplifying administrative procedures, investment and business conditions; monitoring, urging, inspecting, and guiding localities to implement.
In the third quarter of 2026, complete a 50% reduction in the time to resolve administrative procedures, 50% of the cost of complying with administrative procedures in 2026 compared to 2024 (at the central and local levels), striving to continue to cut at least 30% of conditional business lines, 100% of unnecessary business conditions.
Focus on drastically implementing solutions to control and reduce environmental pollution, especially air pollution in large cities; proactively prevent, combat, and mitigate natural disasters, adapt to climate change, drought, and saltwater intrusion; strengthen resource management and environmental protection.
Also in the resolution, the Government requested to prepare a scenario in the event that the US/Israel - Iran conflict continues to drag on.
Proactively, flexibly, and effectively manage monetary policy tools, coordinate with fiscal policy and other policies to control inflation, stabilize the macroeconomy, ensure stability of the monetary market and safety of the banking system's operations.
Closely monitor import and export developments, trade deficit situation, and export growth of domestic enterprises, and promptly have support solutions.
Organize production, operate energy supply proactively and flexibly; use electricity and fuel economically and efficiently; absolutely do not let electricity and gasoline and oil shortages occur in all situations.
