Adding subjects for labeling energy as construction materials
On the morning of July 11, the Office of the President held a press conference to announce the President's order promulgating the laws passed by the 15th National Assembly at the 9th session, including the Law amending and supplementing a number of articles of the Law on Energy Efficiency and Savings. Accordingly, this Law takes effect from January 1, 2026.
Informing about some new points of the Law amending and supplementing a number of articles of the Law on Energy Efficiency and Savings, Mr. Truong Thanh Hoai - Deputy Minister of Industry and Trade - said: The Law amending and supplementing a number of articles of the Law on Energy Efficiency and Savings has closely followed 4 policies submitted by the Government to the National Assembly Standing Committee, including:
Policy 1: On improving the effectiveness of state management in the field of energy-saving and efficient use;
Policy 2: Regarding management and development of energy consulting services, energy auditing, and human resource training in the field of energy-saving and efficient use;
Policy 3: Regulations on preferential policies, financial support tools for the energy-saving and efficient use sector;
Policy 4: Market transformation and performance management of energy-using vehicles and equipment.
Basically, the Law amends and supplements a number of articles of the Law on Energy Efficiency and Sauce to inherit most of the current regulations on energy management of the Law on Energy Efficiency and Sauce issued in 2010, including the contents stipulated in 12 chapters and 48 Articles, of which 29 Articles are kept unchanged.
The amended and supplemented contents of the Law focus on perfecting state policies and strengthening state management of energy-saving and efficient use; strengthening measures to use energy economically and efficiently in energy production and supply facilities; enhancing the responsibility of key energy-using facilities; adding the subject of energy labeling as construction materials; as well as perfecting regulations for the energy service organization model.
In particular, the newly issued Law has added incentives and regulations to establish a Fund to promote energy-saving and efficient use, which is considered a financial mechanism that creates flexibility and openness to support organizations and individuals implementing investment projects on energy-saving and efficient use.
Cut 2/4 administrative procedures
Regarding decentralization and delegation of authority, Deputy Minister of Industry and Trade Truong Thanh Hoai said that the contents under the authority of the Government, the Prime Minister, ministries and branches have been reviewed, ensuring correct authority, functions and tasks and considering implementing maximum decentralization for 3 contents including:
Implement the decentralization of the Prime Minister's authority to the Provincial People's Committee for the issuance of a list of key energy-using facilities.
Implement the decentralization of the Prime Minister's authority to the Ministry of Industry and Trade and the Ministry of Construction on the content of promulgating a list of vehicles, equipment, and construction materials that must be labelled with energy and implementation roadmap.
Remove the content of the Prime Minister's promulgation of the List of energy-saving equipment and means of transportation provided and purchased.
The Law has kept the same content on the Prime Minister issuing a list and roadmap for means and equipment that must be eliminated in accordance with the socio-economic development conditions, scientific and technological level of the country in each period.
The Deputy Minister of Industry and Trade also said that the Law amending and supplementing a number of articles of the Law on Energy Efficiency and Savings has implemented a reduction of 2/4 administrative procedures (a reduction rate of 50%) on granting energy labeling certificates and granting energy audit certificates, maintaining the two procedures for granting energy management certificates and granting energy performance testing room certificates.
