The Government Office issued Notice No. 81/TB-VPCP concluding the Prime Minister Pham Minh Chinh's meeting on overcoming damage to the Lo River bridge in Doan Hung commune, Phu Tho province.
In the above notice, the Prime Minister concluded: The Lo River bridge is seriously damaged and needs to be repaired immediately to serve the transportation needs of the people, but the implementation progress is still slow and has not met the requirements.
With the spirit of not wasting in one day, not delaying in one week, not missing opportunities in one month, not being passive for the whole year, the Prime Minister convened a meeting to resolve the urgent issue of overcoming damage to the Lo River bridge.
The Prime Minister requested functional agencies that have prosecuted the case to request agencies and consulting units to urgently have an appraisal conclusion in February 2026 to promptly consider and strictly handle violations and errors related to the damage of the Lo River bridge in accordance with the law, and be responsible before the law for their conclusions.
The management and use of the old Lo River bridge must be based on scientific basis and the opinions of specialized agencies and consultants; absolutely put the lives and property of the people first and foremost.
Regarding the investment in the construction of the new Lo River bridge, the Prime Minister agreed in principle with the proposal of Phu Tho Provincial People's Committee in document No. 46/BC-UBND on deploying the construction of the new Lo River bridge with a long-term vision of hundreds of years and implementing it according to the order of urgent construction investment; according to the adjusted plan to connect with key traffic routes in the area to Hanoi.
Phu Tho Provincial People's Committee shall implement according to its authority, in accordance with the provisions of the Law on Public Investment; urgently direct and strive to complete site clearance work within 1 month; implement the project in about 1 year from March 1, 2026.
Strive to inaugurate a new bridge before Tet 2027 according to the provisions of law; absolutely not to let waste, negativity, or loss occur, in the spirit of local determination, local action, and local responsibility.
Phu Tho Provincial People's Committee refers to the experience of Phong Chau bridge, thoroughly surveys, and considers optimal response to extreme climate change and weather.
The new bridge needs to meet the requirements of technology, aesthetics, quality and vision of the province in the long term, connecting the province and other development directions, in accordance with the approved plan, researching a scale plan at least equivalent to Phong Chau bridge, especially the cross-section of the bridge. Ministries, sectors and especially the Ministry of National Defense should closely coordinate and support the province in the implementation process.
Regarding the funding for the construction of the new Lo River bridge, the Prime Minister agreed in principle that the central budget will support construction and installation costs, and Phu Tho province will allocate funds for site clearance and access roads. Note that waste, negativity, corruption, and group interests must not occur.
The Ministry of Finance guides localities to implement; submits to competent authorities to decide on allocating central budget to support the province in accordance with the process, progress, procedures and provisions of law.
