The Ministry of Public Security has responded to the petition of voters in Quang Ngai province sent after the 9th Session of the 15th National Assembly.
Accordingly, voters reported that the situation of online harassment and fraud on cyberspace is increasing alarmingly, seriously affecting people's lives and safety (from harassment behavior such as calls, fake messages of agencies to commit fraud...).
This not only causes property damage but also forms a fear of people participating in the digital transformation process.
Voters recommend implementing strong and timely measures to prevent and effectively handle these problems.
Regarding this content, the Ministry of Public Security said that it has directed the police of units and localities to strengthen the work of grasping the situation; proactively detecting, preventing and combating all types of crimes and violations of the law related to harassment and fraud to appropriate property in cyberspace.
At the same time, it will step up propaganda and warnings about methods and tricks of fraudsters who use high technology to appropriate assets and take advantage of cyberspace.
Organize the implementation of tasks on preventing and combating fraud crimes that appropriate assets using high technology, in cyberspace according to the direction of the Prime Minister in directives and telegrams.
Deploying a peak period of attack to suppress crimes and violations of the law related to the use of high technology and the exploitation of cyberspace.
Coordinate with the authorities of Laos, Cambodia, and the Philippines to fight and arrest transnational scammers.
From the beginning of 2025 to now, the police force has detected and handled more than 4,100 cases of fraud to appropriate property, including more than 2,300 cases of high-tech fraud, in cyberspace and more than 900 cases of high-tech fraud, in cyberspace during the peak period.
At the same time, proactively scan, verify, exchange, and request to prevent access to more than 19,000 websites, 92 TikTok accounts, 818 Facebook accounts, 36 Zalo accounts related to high-tech criminal activities...
In the coming time, the Ministry of Public Security will continue to direct the police of units and localities to synchronously deploy a number of solutions.
In particular, proactively coordinating with telecommunications service providers to send warning messages to mobile subscribers, preventing calls with foreign numbers from fraudulently appropriating property.
Receive and process information reflecting from people via hotline when being scammed and having their property stolen.
Recommend ministries and branches to improve and strengthen state management in the fields of finance, banking, telecommunications, e-commerce; and cyberspace activities.
Promote the application of population data to authenticate mobile subscriber information to remove "junk SIM", authenticate bank accounts, limit cases of use for fraud purposes.
Using electronic identification accounts (VNelD) in electronic transactions, contributing to preventing fraud and property appropriation crimes...
Preside over and coordinate with the State Bank and relevant ministries and branches to propose building an inter-sectoral coordination model to quickly and promptly handle cases and incidents with signs of fraud and property appropriation using high technology.
Make a list of payment accounts and phone numbers suspected of being involved in illegal activities to promptly warn, prevent, stop, and recover assets.
At the same time, coordinate with prosecutors and courts at all levels to investigate, prosecute, and strictly handle the case to deter and prevent the general public.
Coordinate with relevant ministries and branches to research and develop a mechanism for quick coordination, " urgent" tracing cash flow, temporarily locking and blocking accounts related to fraudulent activities to appropriate assets in cyberspace.
