On July 18, the Government Office announced that Prime Minister Pham Minh Chinh had just signed Official Dispatch No. 111/CD-TTg requesting ministries, branches and localities to focus on removing difficulties and obstacles in implementing administrative procedures, digital transformation in the first phase of operating the 2-level local government organization model.
According to the dispatch, the implementation of the 2-level local government organization model from July 1 to July 15 still has many difficulties and problems arising in implementing administrative procedures and digital transformation, affecting the operation of the entire new system, focusing on 4 main groups of issues.
Including: Lack of, weak technical infrastructure, poor quality; Information system is still unstable, there are cases of frequent errors, delays, suspension and data lack of connection, sharing, synchronization, and connectivity; Institutions, processes and human resources are still lacking or are slow to be revised and perfected; Support, guidance and propaganda work is still ineffective, not authentic, and there are cases of " document brokers" in some localities and additional administrative procedures that are not in accordance with regulations in legal documents.
Faced with the above situation, the Prime Minister requested the Chairmen of the People's Committees of provinces and cities to inspect and rectify the situation of " document brokers" at the Provincial and Commune Public Administration Service Centers.
At the same time, rectify and strictly handle cadres, civil servants and public employees who require additional administrative procedures and documents outside of regulations, especially the requirement to have VNeID when submitting documents directly and the requirement to confirm or commit to the coincidence of information about the new administrative area with old information according to documents issued by State agencies.
The Prime Minister assigned the Minister of Public Security to direct the implementation of the VneID system to operate stably and smoothly 24/7 to serve electronic identification and authentication for cadres, civil servants, people, and businesses in the process of implementing administrative procedures and online public services.
Review and promptly correct technical errors in the implementation of 2 groups of electronic public services (birth registration, permanent residence registration, health insurance card issuance for children under 6 years old; death registration, permanent residence registration cancellation, funeral and death registration settlement), ensure smooth, effective implementation, without interruption (completed before July 20.
The Minister of Public Security needs to direct the review and timely correction of errors in the systems providing public services for issuing criminal records, changing driving licenses, registering vehicles, ensuring smoothness and no interruption (to be completed before July 20).
The Prime Minister also requested the Minister of Public Security to mobilize forces, coordinate with the People's Committees of provinces and cities to review and complete the granting of seals to agencies and units after the arrangement of administrative units before July 20, ensuring no impact, interruption of public service activities and settlement of administrative procedures for people and businesses.
The Prime Minister requested the Minister of Justice to preside over and coordinate with the Ministry of Public Security and units to develop a system to completely handle software errors, ensure updating and synchronizing data, and provide public services in the field of civil status.
Thereby meeting the requirements of exploiting information of agencies and commune-level civil servants on the shared electronic civil status registration and management system (to be completed before July 20).
