On October 14, the National Assembly Standing Committee gave its opinion (3rd time) on the preparation for the 10th Session of the 15th National Assembly.
Presenting a report on the expected content of the 10th Session, Permanent Deputy Head of the National Assembly Office Le Quang Manh stated the proposal to add 8 contents to submit to the National Assembly for consideration and approval.
Including the Law on Artificial Intelligence; the Law on Investment (amended); the Law on amending and supplementing a number of articles of the Law on Public Debt Management; the Law amending and supplementing a number of articles of the Law on Insurance Business; the Law amending and supplementing a number of articles of the Law on Statistics.
Law amending and supplementing a number of articles of the Law on Prices; Law amending and supplementing a number of articles of the Law on Anti-Corruption; Law amending and supplementing a number of articles of the Law on Receiving Citizens, Law on Complaints, Law on Reprimand.
Thus, at this session, the National Assembly will review and decide on 66 contents and groups of contents (50 laws, 3 resolutions on legislative work; 13 groups of contents on socio-economics, state budget, supervision and decision on other important issues of the country).
At the same time, there are 13 groups of contents that agencies send reports to National Assembly deputies.
According to Mr. Le Quang Manh, the session will not conduct questioning and answering questions, instead the National Assembly will review and discuss in the hall to report on the implementation of the National Assembly's resolutions on thematic supervision and questioning.
The expected session agenda does not include the content of "voting to pass a resolution on questioning and answering questions".
Up to now, according to Mr. Le Quang Manh, the National Assembly's total working time is expected to be 41 days, of which, only 1 working day is arranged for the first Saturday of the week (October 25). The remaining Saturdays and Sundays will be spent time for agencies to receive and revise draft laws and resolutions.
In addition, it is expected to arrange the National Assembly to discuss in groups during the 13th Party Central Committee Conference.
The opening session on the morning of October 20 is expected to close on December 12. The National Assembly meets continuously to focus on completing all the contents and programs set out.
Giving his opinion at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man said that the 10th Session is the final session of the 15th National Assembly.
According to the National Assembly Chairman, if the 9th Session is a historic session, this session will be throughout history when reviewing and deciding on 66 contents, including 50 laws.
"We conduct the session with a positive and urgent spirit, ensuring the procedures but quality is given top priority with laws and resolutions to serve the arrangement of the administrative apparatus, implementing the 2-level local government model" - said the National Assembly Chairman.
According to the National Assembly Chairman, after more than 3 months of operation, there have been many shortcomings from the arrangement of units at the central, provincial and commune levels, so laws must be amended and new laws issued to meet the requirements.
The National Assembly Chairman suggested that the Government remind ministries and branches to comply with the Law on Promulgation of Legal Documents and drafting agencies to explain and accept them until they are approved.
