On the afternoon of October 14, traffic participants suddenly discovered a car with license plate 29A-988.XX going in the wrong direction at the elevated Ring Road 3 entrance (opposite house number 8 Pham Hung, Hanoi). Notably, all 2 wheels on the right side of the vehicle had flat tires, with long scratches running along the body.


A witness at the scene said that the driver of the car was a middle-aged man. When seeing the car going in the wrong direction, passersby shouted for the driver to stop, but this person continued to drive the vehicle to continue.
"A truck stopped to block the road, at that time the driver stopped the truck. After that, many people ran to call the driver to get in the car, but this person intended to call a motorbike taxi to leave," said Mr. N.V.L - a witness.
According to some people at the scene, the driver showed strange signs such as being a drunken person.


As soon as the report was received, the working group of Road Traffic Police Team No. 6 - Traffic Police Department, Hanoi City Police quickly arrived and promptly stopped the driver at the scene.
The traffic police then invited the driver of the car to go to Hospital 19-8 (Ministry of Public Security) to conduct a test for alcohol and drug concentration.
The commander of Road Traffic Police Team No. 6 informed that the unit is coordinating with the local police to identify the driver's identity and at the same time investigate the cause of the incident.
