This content is regulated by the Government in Decree No. 335/2026/ND-CP on social assistance (TGXH) policies.
The new social security standard is 540,000 VND/month.
Article 17 of the Decree stipulates the regime for households and individuals receiving care and nurturing of social assistance beneficiaries.
1. Support funding for receiving monthly care and nurturing at the lowest level for each subject specified in Clause 1 (regulations on children under 16 years old), point b (regulations on elderly people from poor households, without people with obligations and rights to support), Clause 5, Article 5 of this Decree equal to the standard social assistance level of 540,000 VND/month (Clause 2, Article 4) multiplied by the corresponding coefficient according to the following regulations:
a) Coefficient 2.5 for cases of receiving care and nurturing of children under 4 years old who are subjects specified in Clause 1, Article 5 of this Decree;
b) Coefficient 1.5 for cases of receiving care and nurturing of children from 4 years old to under 16 years old who are subjects specified in Clause 1, Article 5 of this Decree, subjects specified in Point b (regulating cases of the elderly) Clause 5, Article 5 of this Decree.
2. Supporting the minimum monthly care and nurturing costs for each subject specified in Clause 6 (regulations on severely disabled people, especially severely disabled people) Article 5 of this Decree equal to the standard social assistance level multiplied by the corresponding coefficient according to the following regulations:
a) The level of monthly care support for people with particularly severe disabilities, people with severe disabilities who are pregnant or raising children under 36 months old is regulated as follows:
Coefficient 1.5 for people with particularly severe disabilities, people with severe disabilities who are pregnant or raising a child under 36 months old;
Coefficient 2.0 for people with particularly severe disabilities, people with severe disabilities who are pregnant and raising one child under 36 months old or raising two children under 36 months old or older;
In case people with disabilities are eligible for different coefficients specified in this point, they are only entitled to one highest coefficient;
In case both husband and wife are disabled and are eligible for monthly care allowance as prescribed in this point, they are only entitled to one care allowance;
b) In case of people with particularly severe disabilities, people with severe disabilities who are receiving monthly social allowances specified in Clause 6, Article 5 of this Decree but are pregnant or raising children under 36 months old, they are still entitled to care support funds according to regulations;
c) Coefficient 1.0 for households directly caring for and nurturing each person with particularly severe disabilities;
d) Households and individuals receiving care and nurturing for severely disabled people are supported with funding for receiving care and nurturing with the following coefficients:
Coefficient 1.5 for cases of receiving care and nurturing for each person with particularly severe disabilities;
Coefficient 2.5 for cases of receiving care and nurturing for each child with particularly severe disabilities.
3. Be guided and trained in professional skills and expertise in receiving care, nurturing, and appropriate nutrition; arranging accommodation, personal living assistance; counseling and psychological and physiological assessment.
4. Priority is given to loans, vocational education, job creation, household economic development and other preferential regimes.
