Prime Minister Pham Minh Chinh has just signed Decision 282/QD-TTg promulgating the Key State Administrative Reform Plan for the period 2026-2030.
According to the plan, in the period 2026-2027, complete the amendment and supplementation of the institutional system on the organization and operation of the administrative apparatus, ensuring a unified, synchronous, stable, and feasible legal basis for the government apparatus from central to local levels to operate smoothly, continuously, effectively and efficiently.
Improve institutions and policies on innovating management mechanisms and financial autonomy mechanisms for public non-business units to ensure timeliness and compliance with the Party's guidelines.
Complete the arrangement of public service units, schools, medical facilities, and state-owned enterprises.
100% of national digital platforms, common digital platforms of industries and fields serving the Digital Government were completed and put into use uniformly from central to local levels according to the plan.
100% of ministries, branches, and localities reach level 3, a level of maturity in data management.
100% of eligible administrative procedures are provided with full online public services on the National Public Service Portal.
In the period 2028-2030, there will be a fair, synchronous, unified, public, transparent and feasible legal system.
Building a team of professional cadres, civil servants, and public employees with high quality, reasonable quantity and structure; a team of cadres at all levels, especially at strategic levels, with sufficient qualities, capacity and prestige, on par with the tasks; a team of commune-level cadres and civil servants that well meets the task requirements of the new era.
The level of satisfaction in receiving and resolving administrative procedures of people and businesses reaches at least 95%, of which, the level of satisfaction in resolving administrative procedures in the fields of land, construction, and investment reaches at least 90%.
Building and perfecting institutions, mechanisms, and policies to promote strong development of the private economic sector to become the most important driving force of the economy.
Another key task is to reform the public service regime. Specifically, review, amend, supplement, and promulgate new legal regulations to organize the synchronous and effective implementation of the 2025 Law on Cadres and Civil Servants and the 2025 Law on Public Employees.
Amend, supplement, and improve legal regulations to effectively implement special mechanisms in recruiting, arranging, using, and treating cadres, civil servants, and public employees according to Conclusion No. 205-KL/TW dated November 7, 2025 of the Politburo on some breakthrough solutions in recruiting, arranging, using, and treating cadres. Research and build a National Database on Vietnamese Talents; have a mechanism for monitoring, evaluating, and screening regularly, publicly, and transparently.
Review, build and complete job positions suitable to the functions and tasks of each agency, unit, and organization as a basis for recruiting, appointing, and using cadres, civil servants, and public employees.
Reform salaries, bonuses and diversify preferential policies for cadres, civil servants, and public employees.
Innovate programs, materials, and methods for fostering cadres, civil servants, and public employees from content-based approaches to job position-based approaches and the capacity framework of job positions.
Strengthen discipline, administrative discipline, accountability and corruption prevention and control in public service activities.
