Appointing commune secretaries and deputy secretaries after merging administrative units

The Central Organizing Committee guides the establishment of a new commune party committee after the merger of administrative units and the appointment of executive committees, standing committees, secretaries, etc.

The Central Organizing Committee issued Instruction No. 31-HD/BTCTW dated April 23, 2025 on the establishment of a Party organization corresponding to local administrative units and the arrangement of the apparatus of the Vietnam Fatherland Front, provincial and commune-level unions.

The Standing Committee of the provincial and city committees directly under the Central Government directs the development of the project to end the activities of the district -level Party Committee and the former commune party committee; establishing a new commune party committee; The completion time is synchronized with the consolidation and arrangement of the commune -level administrative unit, before May 15, 2025.

The Central Organizing Committee noted that the end of the activities of the old Party Committees must be synchronized with the establishment and operation of the new Commune-level Party Committees.

The content of the project needs to closely follow the Party Charter, the viewpoints, principles, and instructions of the Central Government, clearly understand the functions, tasks, organizational structure, advisory agencies, party organizations, affiliated public service units (if any), etc., the process of project development must ensure principles and regulations.

After approving the project, the provincial and municipal Party Committees will deploy and complete a number of contents in sync with the merger and arrangement of commune-level administrative units (from July 1, 2025 to August 15, 2025).

In particular, implementing the decisions of the provincial and municipal Party Committees: establish a commune-level Party Committee, appoint an executive committee, standing committee, secretary, deputy secretary, inspection committee, head of the commune-level Party Committee inspection committee for the 2025-2030 term.

Based on the project approved and decisions of the competent authorities, the Standing Committee of the provincial -level committees and the commune -level committees according to their functions, tasks, authority, leadership, direction and implementation of the establishment of the advisory, assisting and non -business units of the commune -level committees as follows:

Commune and ward Party Committees have established 3 specialized advisory and support agencies, including: Office, Party building committee, Party Committee inspection agency.

The Party Committee of the commune or ward where the district-level political center is headquartered has now established an additional political center as the public service unit of the Party Committee.

The Special Area Party Committee is the direct superior Party Committee of a grassroots Party organization that is allowed to establish a maximum of 4 advisory and supporting agencies, including: Office, organizing committee, propaganda and mass mobilization committee, inspection committee agency and political center which is the public service unit of the Party Committee.

Provincial Party Committees and City Party Committees lead, direct and arrange and assign leaders, managers, public servants, officials and payrolls of the advisory and assisting agencies at the commune -level committees in the basic direction of arranging cadres, civil servants, officials and payrolls at district and commune levels to the commune level and strengthen a number of leaders, management of provincial departments, provincial departments and branches.

On the basis of the direction of the Provincial Party Committee, the Party Committee and the functions, tasks and organizational structure of the commune committees and the advisory and assisting agencies at the commune -level Party committees and the commune party committees to receive, assign and arrange officials, public servants, public employees and payrolls to the commune level according to regulations, the time to complete synchronously with the consolidation and arrangement of commune -level administrative units before July 1, 2025.
