The latest deadline for completing the project to reorganize provincial and commune-level administrative units

The Government Steering Committee requests localities to urgently complete the project to reorganize administrative units and send it to the Ministry of Home Affairs no later than May 1.

On April 24, the Steering Committee for the arrangement and reorganization of administrative units at all levels and the development of a model of organizing local government at both levels (Government Steering Committee) issued Official Dispatch No. 05/CV-BCD on the development and submission of projects to reorganize administrative units at the provincial and commune levels.

Official dispatch sent to the Provincial Party Secretary, City Party Committee and Chairman of the People's Committee of the province or centrally-run city.

For 11 localities that do not implement the arrangement of provincial-level administrative units in 2025 (including: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Cao Bang), it is recommended to urgently complete the process and procedures according to regulations, develop project documents and send them to the Ministry of Home Affairs as soon as possible (before May 1, 2025).

This requirement is for the Ministry of Home Affairs to promptly appraise and complete the dossier to submit to the Government to submit to the National Assembly Standing Committee for consideration and decision (the Ministry of Home Affairs is expected to submit to the Government before May 5, 2025).

For 52 localities to arrange the provincial administrative unit in 2025, the Steering Committee requests the Standing Committee of the Provincial Party Committee and the Party Committee to be assigned to assume the prime responsibility for, and develop a project to arrange the administrative units at the provincial level to proactively coordinate with the Standing Committee of the Provincial Party Committee and the Party Committee together to arrange the collection of documents sent to the Ministry of Home Affairs (at the same time) at the latest, on 1.5.2025.

Thereby, the Ministry of the Interior will appraise and summarize the general project on arrangement of administrative units at the provincial and commune levels to submit to the Government for submission to the National Assembly and the Standing Committee of the National Assembly for consideration and decision (expected the Ministry of Home Affairs to submit to the Government before 6.5.2025).

The document dossier includes 1 project to reorganize provincial-level administrative units and projects to reorganize commune-level administrative units of provinces and cities to be reorganized and merged.

The Ministry of Home Affairs will base on the project documents of provinces and cities to appraise, synthesize and develop a general project throughout the holiday (from April 30 to May 4) to promptly submit to all levels according to regulations.

The Ministry of Home Affairs requests provinces and cities to arrange the permanent groups in the province during the holiday period shall be managed by the Director of the Department of Home Affairs to promptly exchange information and contents related to the project of arranging administrative units of the locality (when necessary) for the Ministry to complete the general project dossier to ensure quality and progress in accordance with the guidance requirements of the competent authority.

During the implementation process, if there are difficulties or problems, provinces and cities should promptly report to the Ministry of Home Affairs (the standing agency of the Steering Committee) for guidance and resolution according to regulations.
