100% of the members of the National Assembly Standing Committee present recently voted to approve 13 resolutions to arrange and merge 5 district-level administrative units and 186 commune-level units of 13 provinces and cities (Bac Giang, Can Tho, Dak Lak, Dong Nai, Gia Lai, Khanh Hoa, Lao Cai, Ninh Thuan, Phu Yen, Quang Ninh, Thai Binh, Tien Giang, Vinh Long).
Except for Bac Giang, the resolutions with the remaining 12 provinces and cities will take effect from November 1, 2024. The resolution with Bac Giang province will take effect from January 1, 2025 (due to many district and commune-level units having changes and adjustments).
After the arrangement, 13 provinces and cities did not change the number of district-level administrative units; reduced 87 commune-level administrative units.
Bac Giang and Quang Ninh provinces have arranged and established district-level administrative units but there are no surplus district-level cadres, civil servants and public employees (because the number of district-level administrative units remains unchanged).
There are 7 provinces and cities including Can Tho, Dak Lak, Dong Nai, Lao Cai, Ninh Thuan, Phu Yen, Vinh Long that do not have administrative units with special factors that are proposed not to be arranged.
Notably, 6 provinces: Bac Giang, Gia Lai, Khanh Hoa, Quang Ninh, Thai Binh, Tien Giang proposed not to arrange for 3 district-level administrative units and 67 commune-level administrative units due to special factors.
According to Lao Dong's investigation on October 8, 3 district-level administrative units requested not to arrange due to special factors including: Co To island district of Quang Ninh province, Tan Phu Dong district of Tien Giang province and Dac Po district of Gia Lai province.
Of the 67 commune-level administrative units proposed not to be arranged due to specific factors, Bac Giang province has 8 commune-level administrative units (7 communes, 1 town) including:
Nha Nam town (Tan Yen district), Truong Giang commune (Luc Nam district), An Thuong commune (Yen The district), Van Ha commune (Viet Yen town), Phi Dien commune (Luc Ngan district), Dong Tam commune (Yen The district), Dong Lac commune (Yen The district), Tan Soi commune (Yen The district).
For Dong Tam, Dong Lac, and Tan Soi communes, Yen The District People's Committee is currently implementing the planning process, investing in the construction of infrastructure systems, and assessing urban standards, which are specific factors according to Point d, Clause 1, Article 3 of Resolution No. 35/2023/NQ-UBTVQH15.
In Khanh Hoa province, there are 10 commune-level administrative units (7 communes, 3 wards) that are not subject to rearrangement due to special factors, including: Cam Loi Ward, Cam Lap Commune (Cam Ranh City); 2 wards of Vinh Tho, Phuoc Hoa and 2 communes of Vinh Hiep, Vinh Thanh (Nha Trang City); 3 communes of Dien Thanh, Dien Lac, Dien Phuoc (Dien Khanh District); Song Cau Commune (Khanh Vinh District).
In Tien Giang province, there are 2 unorganized commune-level administrative units: Tan Long ward, My Tho city (isolated from neighboring administrative units, the entire administrative boundary of the ward is surrounded by Tien river) and Vinh Kim commune, Chau Thanh district (formed a long time ago).
Similarly, in Quang Ninh province, there are 3 commune-level administrative units and in Thai Binh province, there are 44 commune-level administrative units that are not arranged due to specific factors.
