On the morning of October 7, at the National Assembly House, under the chairmanship of Politburo member and National Assembly Chairman Tran Thanh Man, the National Assembly Standing Committee opened its 38th session.
In his opening speech, National Assembly Chairman Tran Thanh Man stated that the 38th session is very important to review preparations for the 8th Session of the 15th National Assembly. The session is expected to last for 5 days with 21 important contents.
Firstly, legislative work continues to be a key task. With a large amount of time at the meeting, the National Assembly Standing Committee will consider and give opinions on 8 draft laws and 2 draft resolutions submitted to the National Assembly at the 8th Session.
Normally, at the meeting close to the National Assembly session, the National Assembly Standing Committee focuses on reviewing economic and state budget issues and a few urgent issues.
However, due to the large volume of legislative work submitted by the Government at the 8th Session, there are still many draft laws and resolutions submitted by the Government to the National Assembly Standing Committee for comments at the October session.
Of these, there are 5 draft laws submitted for comments, including: the draft Law on Management and Investment of State Capital in Enterprises; the draft Law on Amending and Supplementing a Number of Articles of the Law on Supervision Activities of the National Assembly and People's Councils; the draft Law on Digital Technology Industry; the draft Law on Public Investment (amended); and the draft Law on Data.
The National Assembly Standing Committee will give its second opinion on the draft Law on Teachers. Regarding the Law on Corporate Income Tax (amended), the agencies have not yet prepared the documents in time, so it will not be included in the agenda of this session for now...
Second, the National Assembly Standing Committee will review and comment on the Reports on socio-economics, state budget, and people's petitions submitted to the National Assembly. These are important reports presented to the National Assembly during the opening session and broadcast live on radio and television.
Third, the National Assembly Standing Committee will also give opinions on three important issues to be submitted to the National Assembly, including: Investment policy for the National Target Program on Cultural Development for the 2025-2035 period; policy on adjusting land use planning for the 2021-2030 period, with a vision to 2050; and personnel work.

At the same time, consider and decide according to authority on: Adjusting the public investment plan from the central budget in 2024; supplementing the regular expenditure estimate of the state budget in 2024 of the Central Party Office; considering and approving the Prime Minister's proposal on the appointment of the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam...
According to the National Assembly Chairman, this is the "sprint" stage to complete preparations for the 8th Session which will open on October 21.
The National Assembly Chairman requested that National Assembly agencies closely coordinate with submitting agencies, especially the Government, to make efforts and speed up to complete documents and files, and send them to National Assembly deputies as soon as possible according to regulations, ensuring thorough preparation.
