Looking back at the 80-year history of the Government through the arduous and challenging periods but also very glorious, honored and proud of the Vietnamese Revolution, under the leadership of the Party Central Committee, the beloved President Ho Chi Minh, and regularly directly the Politburo, the Secretariat, and the General Secretary through the periods, from the Provisional Government of the Democratic Republic of Vietnam in 1945 to the Government of the Socialist Republic of Vietnam today, we are all united and united, "up to the heart, along the smooth lines", always striving our best, striving tirelessly, for all the goal of "national independence associated with socialism" and the free, prosperous and happy life of the people, contributing to the "turning of the situation, transformation of the situation, transformation of the socialist Republic of Vietnam" and the great victories and successes of our country's history and great national values.
The August Revolution was successful. On August 28, 1945, the Provisional Government of the Democratic Republic of Vietnam issued a Declaration to the nation as well as the whole world about the establishment of a new Government and announced a list of national unified cabinets of 15 members chaired by President Ho Chi Minh.
On September 2, 1945, President Ho Chi Minh, on behalf of the Government, read the Declaration of Independence giving birth to the Democratic Republic of Vietnam, eliminating more than 1,000 years of feudal and crushing rule of nearly 100 years of colonialism and socialism, opening a new era - the era of independence and freedom for the people and the country. In the early days of the young revolutionary government, in the situation of "weighing the scales and hanging the hair", under the leadership of the Party and beloved Uncle Ho, the Provisional Government focused on organizing, building and consolidating the revolutionary government, both fighting "inside and outside the army", building and consolidating the country's potential; widely implementing the "Famine Fighter" Movement with "Rice Cup to save hunger", the "Famine Fighter" Movement with "Studying Committee", the "Golden Week" Movement...; organizing the General Election to elect the National Assembly of the Democratic Republic of Vietnam on January 6, 1946.
On March 2, 4, 4, the First National Assembly at the first session established a government of the resistance alliance consisting of 14 members and on November 9, 4, 4, 26, at the second session, passed the first Constitution of our country.
Before the conspiracy to rob our country again of the French colonialists, on the night of December 19, 1946, President Ho Chi Minh issued a call for national resistance, showing the willingness to sacrifice and determination to protect the independence and freedom of the Vietnamese people. Under the leadership of the Party, the Government and the people and soldiers of the whole country conducted "All people of resistance, comprehensive resistance", focusing on stabilizing the people's lives, and developing the growing armed forces, gaining important victories at the Vietnam -autumn -winter campaign 1947, the Border Campaign - Autumn Winter 1950, the Winter - Spring Fight of 1953 - 1954 ... 7.5.1954, forcing the French colonialists to sit at the negotiating table at the Geneva Conference with our Government led by comrade Pham Van Dong, Deputy Prime Minister and Minister of Foreign Affairs on the end of the war, restoring peace in Indochina.
In order to sabotage the Geneva Agreement, the French colonialists and then the American imperialists were determined to divide our country and form a government that was unjustly compensated in the South. Under the leadership of the beloved Party and President Ho Chi Minh, the Government has focused on directing the mobilization of the strength of the entire nation associated with the strength of the times, simultaneously implementing 02 strategic tasks of building socialism in the North and fighting for national liberation and national reunification in the South.
The North has become a "big rear", supporting the South as a "big frontline"; widely organizing many emulation movements such as "three ready", "three ready", "Gio Dai phong", "Trong Bac Ly", "Coastal Waves", "Co Ba Nhat"... Thanks to promoting the strength of the "three lines of the frontline" in politics, military and diplomacy, we have made remarkable feats such as the Lunar New Year 1968, the Victory of the "Sky Government in the Air in 1972", and especially the Great Victory in the Spring of 1975 with the peak being the victory day of April 30, 1975 of the historic Ho Chi Minh Campaign, completely liberating the South, unifying the country after more than 20 years of separation, North-South summit in one house. In particular, under the direction of the Politburo, the Government negotiated and signed the Paris Agreement in 1973, aiming to end the war and bring peace in Vietnam and Indochina[1].
After the country was unified, at the first session of the 6th National Assembly (1976) the country was named the Socialist Republic of Vietnam. Under the leadership of the Party and the Government (from July81 to September 1992 as the Council of Ministers) focused on directing the implementation of economic construction and development, overcoming the consequences of war, restoring production and business, while continuing to fight to firmly protect the border and fulfill noble international obligations to help the Cambodian people escape the elimination regime.
Faced with the stagnation of the economy with a model of centralized management, all-income efficiency, and many difficulties in people's lives, our Party and State have decided to innovate economic management thinking with Directive 100 dated January 13,81 of the Secretariat, "Khoa 10" according to Resolution 10 dated April 5, 1988 of the Politburo[2] in agriculture and "3 plans" for the industrial and commercial sector according to Decision 25/CP dated January 21, 2021 of the Government Council on a number of policies and measures to promote the right to proactively produce and do business and financial autonomy for state-owned enterprises.
From a country with hunger, Vietnam has become self-sufficient in food, started exporting rice after 1 year of implementing "Khoaan 10" and today has become one of the world's leading rice exporters[3]. These initial innovation results have contributed to changing the situation of the socio-economic situation, the country escaped poverty, gradually forming and consolidating the arguments drawn from the practical development of a socialist-oriented market economy.
The 6th National Congress of the Party (December 1986) opened a new era - the era of innovation, integration and development of the country. Under the leadership of the Party, with the support of the National Assembly and the Council of Ministers (since October 1992 as the Government) has proactively and actively directed all levels, sectors and localities to carry out economic innovation with 3 pillars: eliminating the superficial government; developing a multi-component, multi-owned economy and opening and integrating with the outside world.
Focus on synchronous innovation in all areas, from institution building, law to economic and social development, environmental protection, ensuring social security, poverty reduction, caring for people's lives, consolidating and enhancing national defense and security potential, promoting foreign affairs and international integration. Vietnam has gone from a state-based, besieged and embargoed economy to an open, dynamic economy, among the top 15 countries in the region and the world, among the top 15 countries attracting foreign investment and among the top 20 countries with the largest trade scale globally[4].
In particular, we have mobilized resources, focused on effectively implementing policies to ensure social security, social welfare, sustainable poverty reduction, and constantly improving the spiritual and material life of the people. Vietnam is considered a successful model in implementing the Millennium Development Goals (MDGs), completing the goal of poverty reduction 10 years ahead of schedule.
Promoting the heroic tradition of the People's Army and the People's Public Security throughout the history of the Vietnamese Revolution, under the leadership of the Party and support of the National Assembly and the Government, the Government has focused on directing and prioritizing the allocation of resources to consolidate and enhance the potential of national defense and security; building a national defense posture, a solid people's security posture, a solid people's heart posture; strongly developing the defense industry, a dual-use security industry; strengthening crime prevention and control, maintaining a peaceful life for the people.
Foreign affairs and international integration work has been comprehensively and extensively promoted, inheriting and promoting the tradition of harmonious diplomacy of the nation and the diplomatic style of Ho Chi Minh "the most immutable, the most proactive" - harmoniously combining independence, self-reliance, steadfast in strategy with softness, flexibility in strategy, putting national and ethnic interests first and foremost. The foreign affairs situation has been constantly expanded; Vietnam has joined the United Nations (1977), ASEAN (1995), signed the Vietnam - US Trade Agreement (2000) and has so far signed and participated in 17 Free Trade Agreements (FTAs); has diplomatic relations with nearly 200 countries; comprehensive partnership, strategic partnership or comprehensive strategic partnership with 38 countries, including all 5 permanent members of the United Nations Security Council, making our country "never have the mechanism, potential, position and international prestige as it is today". Vietnam has continued to make active and effective contributions to solving regional and global issues, both the Army and the Police have participated in the United Nations peacekeeping force, which has been recognized and highly appreciated by the international community.
To achieve the two 100-year strategic goals according to the Resolution of the 13th National Party Congress, our Party has clearly defined the policy of focusing on building a foundation, vision, creating a breakthrough in development in the new era - the era of national development, richness, civilization and prosperity. Under the direct leadership of the Party Central Committee, the Politburo, and the Secretariat headed by General Secretary To Lam, with the close support and coordination of the National Assembly and the Vietnam Fatherland Front, socio-political organizations and the Government are focusing on directing, organizing the implementation, and concretizing the Party's policies and decisions into specific programs, plans, tasks, and solutions in all fields.
First of all, with the participation of the entire political system, the Government has focused on directing ministries, branches and localities to carry out the revolution in organizing the apparatus, "rearranging the district paint" with the spirit of streamlining the apparatus at the central level; merging administrative units at the provincial and commune levels, ending the historical mission of the district level and organizing local governments at both levels. After the arrangement and streamlining, the Government for the 2021-2026 term has 14 ministries, 3 ministerial-level agencies and 5 agencies under the Government; 2-level local government with 34 provinces, cities and 3,321 communes, wards and special zones. At the same time, the transformation from a management administrative system to a formative administrative system, serving the people has initially operated stably and smoothly; resolving administrative procedures more quickly and conveniently, saving time and travel costs for people and businesses.
Continue to promote the construction, development, and completion of 3 pillars: socialist democracy, socialist rule-of-law state, and socialist-oriented market economy under the leadership of the Party, management of the State, and supervision of the People.
Implement the consistent viewpoint of taking people as the center, the subject, the goal, the resource and the most important driving force for development; not sacrificing progress, social justice, social security, the environment to simply pursue economic growth. Continue to promote the implementation of 03 strategic breakthroughs, establish a new growth model, restructure the economy, promote industrialization, modernize the country, and build new productive forces. Resolutely implement the Politburo's decisions in key areas. Quit the motto "row resources originate from thinking and vision; motivation originates from innovation and creativity; strength originates from people and businesses", focus on directing the drastic implementation of breakthroughs in the development of the socio-economic infrastructure system; strongly promote the construction and completion of key infrastructure projects on highways, airports, seaports, digital infrastructure, educational infrastructure, healthcare, culture... In particular, urgently deploy the Lao Cai - Hanoi - Hai Phong high-speed railway project; focus on preparing for the construction of the North - South high-speed railway, urban railway in Hanoi and Ho Chi Minh City; Ninh Thuan 1 and 2 nuclear power plants. Developing a strategic infrastructure system is a bright spot in recent years, contributing to changing the face of the country, opening up new development space[5]. We will exceed the planned target of 3,000 km of highways and 1,000 km of coastal roads in 2025.
Throughout the history of 80 heroic years, going through many difficult, arduous and challenging periods, but under the wise leadership of the Communist Party of Vietnam, the Government through the terms always clearly demonstrated a high spirit of determination, great efforts, drastic actions, and together with the people and soldiers of the whole country achieved great achievements of historical significance in all fields. Focus on doing a good job of Party foreign affairs, State diplomacy, and people's foreign affairs; focus on elevating foreign relations in the new era, commensurate with the historical stature, culture, and position of the country.
