On August 27, the Government Office announced that Prime Minister Pham Minh Chinh had just signed Official Dispatch No. 148/CD-TTg on focusing on overcoming the consequences of storm No. 5 and floods.
To quickly overcome the consequences of storm No. 5 and floods, restore production and business, and stabilize the people's situation, the Prime Minister requested:
Chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh provinces and localities affected by storm No. 5 continue to direct and mobilize necessary forces and means to quickly access areas that are still cut off due to natural disasters; deploy the work to overcome the consequences of storm No. 5 and floods according to functions, tasks and authority.
Focus on searching for those who are still missing; treating the injured; visiting, encouraging, and supporting families of deceased and missing people; supporting the thoughtful care of the deceased according to local customs.
Support people to repair houses with blown-off roofs or damaged by storms and floods; arrange temporary accommodation, provide food, drinking water, and necessities for households who have lost their homes, not to let people go hungry, cold, or thirsty, without shelter, or lack clothes.
Focus on immediately overcoming educational and medical facilities damaged by storms and floods (to be completed before August 30), not leaving students without schools, classes, teachers, food, clothing, books, and school supplies when entering the new school year, not leaving people without a place to see a doctor or treat their illness.
Recorded the fastest possible solutions to traffic jams and landslides, ensuring traffic safety, serving people's travel and relief work.
Implement measures to reduce damage, restore agricultural production, promptly drain water, prevent flooding to protect rice fields, crops and crops with high economic value.
Review and accurately count the damage caused by storms and floods, promptly use local budget reserves and resources to proactively implement policies to support affected subjects, especially poor households, disadvantaged households, policy families, and vulnerable subjects in accordance with regulations, to prevent loss, waste, corruption, and negativity.
In case the local budget does not have enough resources to support, the provincial People's Committee will send a document to the Ministry of Finance for synthesis and handling according to regulations.
The Ministers of the Ministries of National Defense and Public Security directed military and police forces to prepare forces, materials, and means (including helicopters), promptly supporting people to overcome the consequences of storms and floods according to local requests.
The Minister of Education and Training directs, inspects, urges, and supports localities in overcoming educational institutions damaged by storm No. 5.
There is a plan to support teaching equipment, textbooks and learning materials for educational institutions damaged by storms and floods, ensuring eligibility to open the new school year and learning conditions for students, and report to the Prime Minister on the implementation results before August 31.
The Minister of Health directs and supports localities in overcoming damaged medical facilities, not interrupting emergency care and treatment of patients, ensuring adequate supply of essential medicine to the people, promptly supplementing the reserve medicine, chemicals, and supplies according to regulations.
Direct the handling of environmental sanitation, disinfection, and disease prevention after floods, report to the Prime Minister on the implementation results before August 31.
