On August 25, Prime Minister Pham Minh Chinh signed Official Dispatch No. 146/CD-TTg directing the continued drastic implementation of the response to storm No. 5.
The dispatch clearly stated that storm No. 5 with very strong intensity is still moving rapidly towards the mainland of our country.
This evening, the storm center will make landfall directly in the Nghe An - Ha Tinh area with the strongest wind near the storm center reaching level 12-13, gusting to level 16, causing rising water, big waves, unsafe risks for sea dykes, coastal roads, deep flooding, landslides in the coastal areas of Thanh Hoa and northern Nghe An (provinces from Hung Yen and Ninh Binh also need to be on guard against big waves causing overflow, landslides, breakage of sea dykes, river dykes).
Heavy rain, high risk of flash floods, landslides in mountainous areas, flooding in urban areas, low-lying areas and along rivers and streams.
The Prime Minister requested ministers and heads of ministerial-level agencies, government agencies; Secretaries and Chairmen of People's Committees of the provinces: Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hung Yen, Ninh Binh and localities with forecasts of the risk of prolonged heavy rain after the storm to focus on leading, directing, and drastically implementing emergency response measures to storm No. 5 and floods with the spirit of proactive response at the highest level.
Ready to deploy the fastest response to natural disasters immediately after storms and floods to ensure activities to celebrate the 80th anniversary of National Day on September 2 and open the new school year.

The Secretaries and Chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh, and Quang Tri provinces continue to focus on directing the drastic evacuation and relocation of residents in dangerous areas, especially on boats at anchorages, cages, aquaculture hutes, and in weak houses.
Urgently review and immediately deploy the evacuation of people in areas at risk of flash floods, landslides, deep flooding, and rapid water flow.
Decide to limit people and vehicles on the road and on the river, strictly control people's travel when strong winds and storms and floods directly affect them to avoid incidents.
Assign leaders of the Provincial Party Committee, Provincial People's Committee, personnel in the Standing Committee, and Party Executive Committee to directly direct, inspect, and urge response work in key communes and wards, especially communes, villages, and hamlets at risk of being isolated during storms and floods.
In particular, focusing on implementing the evacuation of residents from dangerous areas, ensuring food, necessities, electricity, and communication waves from villages, hamlets, communes to provincial levels; directing operations to ensure the safety of hydroelectric and irrigation dams; arranging means and equipment to be ready for rescue when situations arise, etc.
The Ministers of the Ministries of National Defense and Public Security direct the deployment of forces and means (including helicopters) in key areas to support the relocation and evacuation of residents and be ready to deploy rescue work when required.
The Minister of Construction directs the work of ensuring the safety of people and vehicles and ensuring safety for road, rail, waterway and air traffic activities.
