Deputy Prime Minister Mai Van Chinh has just signed Decision No. 329/QD-TTg dated February 24, 2026, promulgating a plan to implement the Press Law.
Press Law No. 126/2025/QH15 was passed by the 15th National Assembly at the 10th Session on December 10, 2025, and takes effect from July 1, 2026 (Law).
To implement the Law promptly, uniformly and effectively, the Prime Minister issued a Plan to implement the Press Law with the aim of specifically defining the contents of work, deadlines, completion progress and responsibilities of relevant agencies and units in implementing the law to ensure synchronization, unity, effectiveness, efficiency, and avoid waste.
At the same time, defining responsibilities and coordination mechanisms between ministries, ministerial-level agencies, government-attached agencies, localities and relevant agencies and units in implementing law enforcement activities according to the viewpoint "6 clear: clear people, clear tasks, clear authority, clear responsibility, clear time, clear results" and propagating, disseminating, and raising awareness and responsibility of ministries, branches and localities in law enforcement.
One of the main contents of the plan is to review, develop and promulgate according to authority or submit to competent authorities to promulgate legal normative documents; amend, supplement, replace, abolish or promulgate new legal normative documents to be consistent with the Press Law.
In which, building a Decree detailing the implementation of a number of articles of the Press Law; Decree detailing the speaking and providing information to the press of state administrative agencies; Decree regulating the management, provision and use of radio and television services; Decree regulating the press activities of foreign press agencies, foreign representative offices, foreign organizations in Vietnam...
Another content of the plan is to organize thorough dissemination, information, propaganda, dissemination, and education on the Law and documents detailing its implementation.
The form of organization is to post and update the full text of the Law and documents detailing the implementation of the Law on the Portal/Electronic Information Page, National Database on legal documents and other appropriate forms for officials, civil servants, public employees, laborers and people to easily access, exploit, and use.
Develop and compile documents introducing the basic content and new points of the law for public posting and widespread distribution, coordinate with the Ministry of Justice to update on the National Legal Education Dissemination Electronic Information Portal.
Organize propaganda, dissemination, and legal education on journalism in specific forms; coordinate with press agencies to organize the implementation of columns, programs, news, popular articles and other forms according to the provisions of law on dissemination and legal education suitable to each specific subject.
Organize in-depth training, professional development and compile training materials for human resources implementing state management in the field of journalism.
