Standing Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 307/QD-TTg promulgating the Plan to implement the Law on Saving and Combating Wastefulness.
The Law on Saving and Combating Wastefulness No. 110/2025/QH15 was passed by the 15th National Assembly at the 10th Session on December 10, 2025, and takes effect from July 1, 2026.
To implement the law promptly, uniformly and effectively, the Prime Minister has issued a Plan to implement the Law on Savings and Waste Prevention (Law) with the aim of specifically, fully, and comprehensively defining the tasks, tasks and responsibilities of relevant agencies, organizations, and units in implementing the law, ensuring timeliness, uniformity and efficiency, avoiding waste of resources.
The plan sets out 7 main contents to implement the law:
1. Build Decrees detailing a number of articles and measures to organize and guide implementation and Decrees on sanctioning administrative violations in the field of thrift and anti-wastefulness such as: Decrees detailing the implementation of the Law; Decrees detailing the application of disciplinary forms, exemptions, and mitigation of disciplinary handling responsibilities for acts causing waste and violations in organizing the implementation of waste prevention and control and Decrees on sanctioning administrative violations in the field of thrift and anti-wastefulness.
2. Organize the review of legal normative documents: Review legal normative documents related to the Law under the assigned state management authority; implement according to their authority or propose to competent authorities to promptly amend, supplement, replace, abolish or promulgate new legal normative documents to ensure compliance with the provisions of the Law and legal normative documents detailing and guiding implementation.
3. Organize the implementation of the All People's Day for Saving and Combating Wastefulness in 2026: Develop and promulgate a Plan to organize the implementation of the All People's Day for Saving and Combating Wastefulness in 2026 according to the provisions of Clause 3, Article 38 of the Law.
4. Organize the dissemination, communication, and dissemination of the Law and documents detailing its implementation.
5. Disseminate and educate the law, codify the legal normative system, review and systematize legal normative documents.
6. Inspect, supervise, urge, and monitor the implementation of the Law.
7. Compiling documents, guiding application, training, professional development, receiving and processing recommendations (if any).
