On the afternoon of February 25, the Party Committee of the Vietnam General Confederation of Labor for the term 2025-2030 held the third Executive Committee Conference.

The conference focused on discussing, giving opinions and approving the Action Program to implement the Resolution of the 14th National Party Congress.
Speaking at the opening of the conference, Comrade Nguyen Dinh Khang - Member of the Party Central Committee, Member of the Standing Committee of the Party Committee of the Fatherland Front, Central Agencies, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Secretary of the Party Committee, Chairman of the Vietnam General Confederation of Labor said that the 14th National Congress of the Communist Party of Vietnam was very successful, opening up a new stage of development for the country with the aspiration to develop quickly and sustainably, building a strong and prosperous Vietnam. The Congress set out guiding viewpoints, goals, tasks and major solutions, of strategic and comprehensive significance in all fields, in which it set very high requirements for Party building, political system building, developing the working class and Vietnam Trade Union organization in the new situation.
For the Party Committee of the Vietnam General Confederation of Labor, the urgent development and promulgation of the Action Program to implement the Resolution of the 14th Party Congress is of particular importance. This is not only an organizational requirement for the implementation of the resolution, but also reflects the political determination, proactive spirit, and responsibility of the entire Party Committee in timely and synchronous concretizing the major policies of the Party into the practical activities of trade unions.
Comrade Nguyen Dinh Khang said that the draft Action Program has been directed by the Standing Committee to be prepared immediately after the 14th Party Congress, requesting preliminary opinions once before the Lunar New Year, and has now been completed and submitted for opinions to the Executive Committee, the content closely follows the spirit of the 14th Party Congress Resolution, closely linked to the functions and tasks of the Vietnam Trade Union organization, with Resolution No. 02-NQ/TW of the Politburo on renovating the organization and operation of the Vietnam Trade Union in the new situation and Resolution of the 13th Vietnam Trade Union Congress.
The action program clearly defines the general goals and tasks of building a clean and comprehensively strong Party Committee; improving leadership capacity and combat strength; strongly innovating the Party Committee's leadership method towards the trade union system in a practical and grassroots direction, taking union members and workers as the center; promoting the role of representing, caring for, and protecting the legitimate and lawful rights and interests of workers; promoting digital transformation, administrative reform, and modernizing operating methods.
The highlight of the Program is the requirement of "clear people, clear tasks, clear progress, clear products, clear responsibilities"; linking decentralization and delegation of power with power control; taking the results of performing political tasks and the level of satisfaction of union members and workers as a measure to evaluate the effectiveness of leadership and direction.
These are very important contents, directly impacting the entire activities of the Party Committee and the trade union system throughout the term. Therefore, I request the members of the Executive Committee to promote a high sense of responsibility, focus their intelligence, carefully study the draft; discuss frankly, democratically, deeply, and further clarify the key contents of the Program," Comrade Nguyen Dinh Khang noted.
According to the Secretary of the Party Committee of the Vietnam General Confederation of Labor, in the coming time, the tasks set for the Party Committee of the General Confederation are very heavy. In the context of the world and domestic situation continuing to have many rapid and complex developments; labor relations contain many complex factors; the requirements of union members and workers are increasingly high; if we do not strongly innovate thinking, leadership methods and implementation organization, it will be difficult to meet the requirements of the new development stage.
I believe that, with the tradition of solidarity and responsibility; with the firm political bravery and high determination of the Party Committee Executive Committee, we will discuss and agree to approve the Action Program with the highest quality; creating an important foundation for the entire Party Committee and the Vietnam Trade Union system to successfully implement the Resolution of the 14th Party Congress," Comrade Nguyen Dinh Khang expressed.
At the conference, Comrade Thai Thu Xuong - Member of the Standing Committee of the Party Committee, Standing Vice President of the Vietnam General Confederation of Labor presented the draft Action Program to implement the Resolution of the 14th Party Congress for delegates to discuss and contribute opinions.
According to the draft, the Action Program aims to create high unity in the awareness and actions of the entire Party Committee and in the Vietnamese trade union system, determined to bring the Resolution of the 14th Party Congress into life.
The action program must fully and comprehensively concretize the viewpoints, goals, tasks, and solutions to effectively implement the Resolution of the 14th Party Congress, associated with the implementation of Resolution No. 02-NQ/TW dated June 12, 2023 of the Politburo, Resolution of the 13th Vietnam Trade Union Congress and key tasks of the Vietnam Trade Union for the period 2025-2030, continuing to build a stronger Vietnamese working class to meet the requirements of rapid and sustainable development of the country in the new period.
The action program sets out key, important, and strategic tasks in the period 2026 - 2030, with specific and clear assignment of responsibilities, resources, progress and necessary conditions for implementation, as an important basis for Party committees at all levels, agencies, units, and enterprises throughout the trade union system to perform according to their assigned functions, tasks, and powers, contributing to the successful completion of the goals set out by the XIV Congress.
