The Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at 2 levels (Government Steering Committee) has just issued Official Dispatch No. 03/CV-BCD to the city Party Committees and provincial Party Committees on the organization of the apparatus, cadres, civil servants and public employees when implementing the arrangement.

According to the orientation, 100% of the existing district-level positions are transferred to the commune-level positions; it is possible to increase the number of provincial-level cadres, civil servants and public employees to the commune level.

At the 39th conference on April 15, the Ho Chi Minh City Party Committee approved the plan to merge 273 wards, communes and towns to 78 wards and 24 communes, corresponding to a reduction of 62.6%.

For 102 wards and communes, Ho Chi Minh City plans to arrange 6,120 personnel, corresponding to 60 people for each ward and commune. Currently, the whole city has 11,573 positions, so the number of redundant cadres and civil servants is 5,453 people.

The expected number of redundant non-professional commune-level workers is 5,562 people. Thus, the total number of people receiving salary from the surplus budget after the merger is 11,015 people. Ho Chi Minh City plans to assess the capacity of cadres and civil servants in the last 3 years to streamline.

In Nghe An, according to the project to reorganize commune-level administrative units approved by the Nghe An Provincial People's Committee, the province will reduce from 412 to 130 commune-level administrative units.

Nghe An currently has 12,721 cadres, civil servants and public employees. Of which, the district level has 2,517 cadres and civil servants and 1,391 cadres, the commune level has 8,813 cadres and civil servants.

The total number of new commune-level cadres and civil servants after the arrangement is about 7,800 people. This means that Nghe An will have about 3,530 redundant cadres and civil servants after the arrangement.

In the immediate future, Nghe An maintains the number of staff and civil servants of the district and commune levels to arrange to work at the commune level and conduct the review and streamlining the payroll associated with the restructuring, improving the quality of the team that meets the task requirements, ensuring that within the 5 -year period in accordance with the Government's regulations.

According to the draft project on the establishment of Can Tho City on the basis of merging Soc Trang, Hau Giang provinces and Can Tho City, the total number of cadres, civil servants and public employees of these 3 provincial-level administrative units is currently 61,177 people.

The project proposes a plan to arrange and resolve the surplus cadres, civil servants and public employees after the merger with 624 people retiring from the regime; streamline the payroll or quit 1,212 cadres, civil servants and public employees; mobilize and arrange 36,680 people internally.

For surplus, depending on each case, recruited, received, transferred, rotated to work at agencies, organizations, and units in the political system of newly established administrative units according to task requirements or enjoy regimes and policies for retirees, severance payers, and staff reduction.

In the draft project to merge Hai Duong province and Hai Phong city, the total number of cadres, civil servants and public employees of the new Hai Phong city does not exceed the total number of cadres, civil servants and public employees present in Hai Phong city and Hai Duong province before the arrangement.

Implement staff streamlining in conjunction with restructuring and improving the quality of the team according to the roadmap, ensuring within 5 years the basic number of staff implemented in accordance with regulations in the following forms: Resolve the retirement regime at the right age, transfer to suitable positions in units that are lacking or replace suitable positions in units with retirees or regime retirees...

At the same time, study and implement measures to support connecting, consulting, and introducing jobs for redundant cadres, civil servants, and public employees due to organizational restructuring.
