Localities continue to review, arrange, and arrange a contingent of cadres, civil servants, and public employees in accordance with task requirements, workload and characteristics of each area.

After 1 year of operating the 2-level local government model, many localities have reviewed and comprehensively assessed the quality and capacity of cadres and civil servants.

The review of the contingent of cadres, arrangement, and rotation of cases that do not meet the requirements are placed in the overall requirement of suitability for the specific characteristics of the area and job position.

In Ho Chi Minh City, the City People's Committee has requested the team of officials, civil servants, and public employees to proactively adapt to new task requirements; overcome psychological hesitation and pressure in the process of arranging the organizational structure, decentralization, and delegation of power; improve the spirit of responsibility and service to the people.

Departments, branches, and localities continue to review, arrange, and arrange the contingent of cadres, civil servants, and public employees in accordance with task requirements, workload and characteristics of each area. Proactively adjust, assign, and rotate personnel between units that still have differences in workload to promote the effectiveness of the existing contingent of cadres, civil servants, and public employees.

Strictly implement the evaluation of cadres, civil servants, and public employees to ensure substance, objectivity, and transparency; overcome the situation of formality, subjectivity, leniency, and egalitarianism in the evaluation and classification of cadres, civil servants, and public employees.

The Department of Home Affairs presides over and coordinates with the Party Committee's Organization Board to advise the City People's Committee's Party Committee to coordinate with the City Party Committee's Organization Board and relevant agencies to continue reviewing and advising on consolidating the organizational structure, arranging and arranging the contingent of cadres, civil servants, and public employees in accordance with the requirements of tasks in the new situation. Promptly advise on adjustments for places that are still facing difficulties and inadequacies in organizational structure and personnel.

Departments, branches, People's Committees of wards, communes, and special zones shall carry out the work of recruiting public employees, receiving and arranging personnel to ensure publicity and transparency, and selecting the right people with capacity and qualifications to meet job requirements.

The Department of Home Affairs shall preside over and coordinate with departments, branches, and localities to review and advise the City People's Committee on the allocation of staff and resources to ensure compliance with task requirements, population size, workload and characteristics of each area; not to implement equal allocation between localities and units.

In order to ensure the contingent of commune-level officials and civil servants, the Chairman of Lao Cai Provincial People's Committee has just signed and issued Document 6411/UBND-NC directing departments, agencies, branches and People's Committees of communes and wards to urgently review and assess the current situation of human resources, and at the same time implement appropriate human resource supplementation solutions to meet the requirements of tasks in the new period.

In which, there is a requirement to review and comprehensively evaluate officials to determine the level of meeting job position requirements.

Lao Cai Provincial People's Committee requests localities to organize a comprehensive review and assessment of the quality of the existing contingent of cadres and civil servants; determine the level of meeting the requirements of job positions, assigned tasks and the need to supplement human resources according to each professional field.

Based on the review results and officially assigned staff in the last 6 months of 2026, agencies and units will develop commune-level civil servant recruitment plans according to regulations.

Initial review shows that many communes and wards are lacking or not meeting professional requirements in fields such as finance - budget, justice, land, construction, agriculture, information technology and digital transformation.

In Can Tho, the city also requested communes and wards to draw experience to complete tasks.

In arranging cadres, communes and wards continue to proactively review cadres, considering two groups of cadres, groups with outstanding capacity but not arranged correctly and groups with limited capacity will continue to be arranged appropriately for the right position.
