This content is stated in Resolution No. 180/NQ-CP of the regular Government meeting in June 2026 and the Government-locality online conference.

In which, the Government requests to arrange and streamline the organizational structure, especially public non-business units (DVNCL) of ministries, branches, localities, and internal organizational structure, ensuring no overlap of functions and tasks, and overcoming the situation of fragmentation and fragmentation in state management.

Ministries, branches, and localities focus on directing the timely organization and implementation, ensuring the full and on-time implementation of assigned tasks on arranging CBs in Resolution No. 105/NQ-CP, completing the arrangement in the third quarter of 2026.

Over the past time, the arrangement of organizational structure, payroll management and arrangement of YUs have achieved many positive results, creating clear changes; ensuring unity in the political system.

In which, continue to review and arrange public non-business units of ministries, branches, and localities, ensuring that after arrangement, public non-business units operate effectively, fully and promptly meet public service services for people.

In addition, ministries and sectors continue to implement the arrangement of public-charitable enterprises directly under Resolution No. 19-NQ/TW and the direction and orientation of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW.

As of May 18, 2026, ministries and ministerial-level agencies reduced by 55 out of a total of 678 VBSPs inside (including VBSPs under ministries, ministerial-level agencies and VBSPs under departments and offices of ministries and ministerial-level agencies) compared to September 30, 2025 (corresponding to a decrease of 8.1%).

According to the Ministry of Home Affairs, the arrangement and reorganization of VNUs in the direction of streamlining the apparatus and improving the effectiveness and efficiency of operations has been implemented by ministries, branches, and localities based on the Party's guidelines and orientations, and the State's laws, helping to streamline focal points, reduce intermediate levels, and overcome the situation of overlapping functions and tasks.

Therefore, after arranging and reorganizing, ĐVSNCL has initially promoted its leading role in providing public services, improving the quality of public service services to serve the needs of people and businesses.

At the Central level, for ministries and sectors, continue to streamline public service units under ministries, under units directly under ministries and promote the implementation of autonomy according to the requirements of Resolution No. 19-NQ/TW.

After arranging and ensuring the apparatus to operate stably, smoothly, continuously, and effectively from March 1, 2025, CBs under ministries and sectors have basically been determined to have autonomy with 323/782 financially autonomous units (group 1, group 2), corresponding to a rate of 41.3%.

For localities, after the 2-level local government model went into stable operation from July 1, 2025, the organizational structure and tasks of ĐVSNCL after arrangement have many changes.

At the same time, localities continue to arrange DNCLs according to the orientation in Resolution No. 105/NQ-CP for each sector and field such as education, health, agriculture, construction, culture... The arrangement is also carried out according to each management level.

In Hanoi, this locality sets a goal to complete the arrangement of the DVSNCL system in the third quarter, and at the same time implement the transfer of autonomy in organizational structure, personnel and finance according to the Capital Law.

In Lang Son province, the Provincial People's Committee has requested heads of agencies and units; chairmen of People's Committees of communes and wards to continue reviewing and studying plans to arrange the organizational structure and public non-business units under their management.

The arrangement must aim to streamline focal points, improve the quality and efficiency of public service provision, in accordance with the guidelines and regulations of the Central Government and the province.
