The Ministry of Home Affairs is assigned to guide, remove obstacles, and coordinate in resolving regimes and policies for non-specialized personnel.

This content is mentioned in the specific tasks of ministries, agencies, and localities in July 2026 and the coming time attached to Resolution No. 180/NQ-CP of the regular Government meeting in June 2026 and the Government-locality online conference.

In the Resolution, the Government requested to continue building the Party Committee, Party committees at all levels and the system of state administrative agencies to be truly clean and strong; arrange and streamline the organizational structure, especially public non-business units of ministries, branches, localities, internal organizational structure, ensuring no overlap of functions and tasks, overcoming the situation of fragmentation and fragmentation in state management.

The Ministry of Home Affairs should well perform its role as a standing agency to help the Government monitor the organizational and operational situation of local authorities at 2 levels; promptly summarize difficulties and obstacles, advise on solutions to remove them, and ensure stable, smooth, effective and efficient operation.

Coordinate with ministries, agencies, and localities to study and synchronously complete institutions, clearly define tasks and powers between levels, implement thorough decentralization and delegation of power between the Central Government and localities, and overcome overlaps and contradictions.

Monitor and urge localities to rearrange and reorganize villages and residential groups; guide and remove obstacles, coordinate to resolve regimes and policies for non-specialized workers.

Regarding this content, the Ministry of Home Affairs has just issued Official Dispatch No. 7031/BNV-TCBC to the People's Committees of provinces and centrally-run cities on policies for non-specialized workers in villages and residential groups who quit their jobs due to the arrangement and reorganization of villages and residential groups.

For non-specialized workers in villages and residential groups who are directly affected by the arrangement of villages and residential groups, the Ministry of Home Affairs requests localities to implement policy settlement in accordance with the provisions of Decree No. 154/2025/ND-CP.

Localities are responsible for summarizing the implementation results and submitting reports to the Ministry of Home Affairs and the Ministry of Finance before July 30, 2026 for monitoring, summarizing, and reporting to competent authorities according to regulations.

For cases of resignation due to localities proactively restructuring and consolidating staff but not subject to the application of Decree No. 154/2025/ND-CP, the Ministry of Home Affairs requests localities to base on the actual situation and budget balancing capacity to proactively issue support policies from local budget sources according to their authority.

After basically completing the arrangement of villages and residential groups, Thai Nguyen province plans to arrange 4, 209 non-specialized personnel, and at the same time resolve regimes for about 5,183 redundant cases and issue new regulations on allowances and concurrent positions for positions at the grassroots level.

In Ha Tinh, after arrangement, the number of non-specialized personnel in villages and residential groups decreased from 4,106 to about 2,394 people; the number of people directly participating in grassroots activities decreased from 14,903 to about 6,592 people. Excess cases will be resolved with regimes and policies according to current regulations.

In Bac Ninh province, after arrangement, the whole province still has 1,385 villages and residential groups; a decrease of 1,473 villages and residential groups, a rate of 51.53%. The number of non-specialized workers in villages and residential groups is about 3,796 redundant; the number of non-specialized workers who quit their jobs due to not meeting standards is about 570 people.
