Focus on removing difficulties and obstacles in the process of implementing the arrangement and organization of the apparatus and staff of commune-level officials and civil servants, ensuring smooth and continuous operation of the local government at 2 levels.

Strongly innovate the public service and civil servant regime to meet the requirements of modern, effective and efficient national governance and local governance.
