The Ministry of Home Affairs guides the implementation of allowances for cadres, civil servants, and public employees while waiting for salary policy amendments.

The Ministry of Home Affairs has sent a document to the Department of Home Affairs of Khanh Hoa province guiding the contents of difficulties and obstacles after implementing the 2-level local government organization model.

Notably, the Ministry of Home Affairs has issued guidelines on regimes and policies for cadres, civil servants, public employees, and employees according to Decree No. 76/2019 dated October 8, 2019 of the Government.

Accordingly, based on Resolution No. 76/2025 dated April 14, 2025 of the National Assembly Standing Committee; Decision No. 759 dated April 14, 2025 of the Prime Minister, the Steering Committee for the implementation of arranging and reorganizing administrative units at all levels and building a model of local government organization at 2 levels of the Government has issued official letters: No. 03 dated April 15, 2025, No. 11 dated June 4, 2025 and No. 16 dated August 9, 2025 guiding the implementation of maintaining the allowance regimes;

In which, Official Dispatch No. 16 has specifically guided the types of salary allowances that are kept unchanged (insurance or continued enjoyment).

At the same time, Article 13 of Resolution No. 76/2025 stipulates: People, cadres, civil servants, public employees, laborers, and salaried people in the armed forces in administrative units after arrangement continue to enjoy special regimes and policies applied by region, by area or by administrative unit as before the arrangement until there is another decision from competent authorities.

Maintain the scope, subjects and content of regimes and policies according to the regulations of the central and local levels applied to administrative units as before arrangement until there is another decision from competent authorities.

In case there is a change in the name of the administrative unit after arrangement, the new name of the administrative unit will be used to continue organizing the implementation of special regimes and policies.

During the time when the competent authority has not made a decision to amend or supplement the regimes and policies on salaries and other regimes and policies, it is proposed to implement regimes and policies (including regimes and policies as prescribed in Decree No. 76/2019 dated October 8, 2019 of the Government) for subjects under management according to the above regulations.

The Steering Committee for implementing the arrangement and reorganization of administrative units at all levels and building a 2-level local government organization model of the Government has document No. 004 dated April 23, 2025 sent to the Ministry of People's Affairs and Religious Affairs, the Ministry of Agriculture and Environment, requesting the two Ministries to review and submit to competent authorities to amend and supplement documents regulating areas with particularly difficult socio-economic conditions to apply policies on attraction allowances and other policies according to the provisions of Decree No. 76/2019 of the Government.

After the competent authority issues a document amending and supplementing the above-mentioned regulations on areas with particularly difficult socio-economic conditions, cadres, civil servants, and public employees coming to work in the area according to the provisions of Article 2 of Decree No. 76/2019 dated October 8, 2019 of the Government are entitled to policies according to regulations.
