Localities stipulate policies for village heads and residential group leaders who resign due to village and residential group arrangements.

According to the progress, from July 1, new villages, hamlets, and residential groups (TDP) across the country have officially gone into stable and smooth operation, with absolutely no "vacant spaces" arising during the transfer process.

In addition to consolidating the new apparatus, localities also stipulate policies for non-specialized personnel (Secretaries of Party Cells, Village Heads/TDP Group Leaders, Heads of Fatherland Front Work Committees) who quit their jobs due to village and TDP arrangements.

According to general regulations, non-specialized workers who quit their jobs due to the arrangement of villages and residential groups will enjoy benefits according to Article 10 of Decree No. 154/2025/ND-CP of the Government.

First, people with less than 5 years of service are entitled to a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of service; allowance equal to 1.5 times the current monthly allowance for each year of service. At the same time, they are also entitled to a 3-month current monthly allowance to find a job.

Second, people with 5 years or more of service and under 5 years of retirement age are entitled to a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of early retirement compared to the retirement age; allowance equal to 1.5 times the current monthly allowance for each year of service.

This group is also entitled to a 3-month monthly allowance currently enjoyed to find a job and preserve the compulsory social insurance contribution period.

For people with 5 years or more of service and an age of 5 years or more until retirement age, they are entitled to a one-time allowance equal to 0.8 times the current monthly allowance multiplied by 60 months; the allowance is equal to 1.5 times the current monthly allowance for each year of service.

In Da Nang, the city expects the cost of this policy payment to be about 1,218 billion VND and to be implemented once at the time of arrangement according to the Central Government's regulations.

The city promulgates special policies for non-specialized workers who do not meet the standards and conditions to continue to be assigned to work (including in villages and residential groups that do not implement arrangements), cases that solve more than the actual surplus after mergers and people participating in activities in villages and residential groups.

The level of one-time support is regulated according to the working period: under 1 year is supported with 3 million VND; from 1 to 5 years is 5 million VND; from over 5 to 10 years is 10 million VND; over 10 years is 15 million VND. The estimated cost of implementing this special policy from the city budget is about 192 billion VND.

In Vinh Long province, non-specialized workers in hamlets, wards, and neighborhoods who have not reached retirement age as prescribed, when quitting their jobs, are entitled to a regime of each year of work equal to 1.5 times the current monthly allowance level, and also enjoy the following additional regimes:

In case there are less than 5 years of service, they are entitled to a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of service.

In case of having 5 years or more of service and having an age of 5 years or more until retirement age, they are entitled to a one-time allowance equal to 0.8 times the current monthly allowance multiplied by 60 months.

For non-specialized workers in hamlets, wards, and neighborhoods who have reached retirement age according to regulations, they are entitled to a one-time allowance equal to 15 months of monthly allowance currently enjoyed.

The monthly allowance currently enjoyed by non-specialized workers in hamlets, wards, and neighborhoods is the monthly allowance of the month immediately preceding the resignation due to the central budget allocating the allowance fund for payment (excluding concurrent position allowances and professional qualification support levels).

In Phu Tho, after arrangement, the number of people arranged in new villages and residential groups is 9,210 people; the number of people expected to quit their jobs, resolve regimes and policies or be arranged for other positions is 4,712 people. The province advocates fully and promptly resolving regimes and policies for cases that are not continued to be arranged and used.
