From July 1, new villages, hamlets, and residential groups (TDP) across the country officially went into stable operation after completing the arrangement and reorganization of units in residential areas.
Up to now, communes and wards have basically arranged the apparatus, consolidated the personnel of non-specialized workers so that new villages, residential groups and party cells can operate stably and ensure smooth operation.
The standards for Village Heads and Group Leaders of TDPs are implemented according to the provisions of Article 7 of Decree No. 185/2026/ND-CP and implemented according to local regulations on the standard framework for Secretaries, Deputy Secretaries, Party Committee members of village and TDP branches; Village Heads, Group Leaders of TDPs; Heads of Fatherland Front Committees of villages and TDPs in the province.
Many localities have issued regulations on the organization and operation of villages and residential groups.
In Thanh Hoa province, in addition to mandatory standards for citizens, age (from 21 years old and older), health, moral qualities and prestige in the community, the new regulations issued by the province especially emphasize the digital capacity of grassroots personnel.
Village heads and residential group leaders must have the ability to apply information technology in accordance with task requirements; have the ability to make plans, summarize, statistics and report.
The regulation also encourages the selection of people with appropriate professional qualifications to support commune-level authorities in promoting digital transformation, guiding people to access online public services and digital platforms in the locality.
This decision is an important legal basis for provincial departments, agencies, and branches together with the People's Committees of communes and wards in Thanh Hoa to promptly deploy and consolidate the self-management apparatus at the grassroots level in a streamlined and effective manner.
In Thai Nguyen province, after arrangement, localities continue to arrange 4,209 non-specialized personnel in villages and residential groups, the surplus number to be dismissed is 5,183 people.
However, according to reports from localities in Thai Nguyen, the actual number of people applying for leave may be higher due to the impact of support policies and post-arrangement task requirements.
Regarding the arrangement and use of non-specialized personnel, the province's viewpoint is to ensure publicity, transparency, reputable people, and meet the capacity to apply information technology.
In Dak Lak province, for personnel work in special areas (ethnic minority areas, remote areas, difficult areas), the province prioritizes selecting people with prestige, deep understanding of customs, habits, language and culture of that residential community.
This team is focused on training and fostering skills in mediation, mobilizing people, applying information technology, digital transformation and supporting people to access online public services.
In Hanoi, in addition to general standards, Village Heads and TDP Group Leaders must be able to mediate and handle situations arising in the residential community; have the ability to plan, summarize, statistically, report and coordinate with relevant agencies and organizations in the process of performing tasks.
At the same time, they must have prestige in the residential community; be trusted by the People; be exemplary in morality and lifestyle; must ensure prestige, health, capacity to mobilize people and the ability to complete tasks.
In Hai Phong City, after the Commune People's Council approved the arrangement and reorganization of villages and residential groups, the Party Committees and People's Committees of communes, wards, and special zones have focused on consolidating organizations, arranging non-specialized personnel, arranging forces to participate in ensuring security and order at the grassroots level and other forces according to regulations; fully preparing conditions on organization, personnel, and facilities for new villages and residential groups to officially go into operation.
