On the morning of August 24, with the majority of delegates in favor, the National Assembly officially passed the Resolution adjusting the investment policy of the Lao Cai - Hanoi - Hai Phong railway project.
Investment of about 289,339 billion VND, main route 363km long
The recently passed resolution has adjusted some contents of Resolution No. 187/2025/QH15 dated February 19, 2025 of the National Assembly on the investment policy of the Lao Cai - Hanoi - Hai Phong railway line construction investment project.
Accordingly, regarding the project scope, the starting point is at the rail connection point across the border (Lao Cai province), the ending point is at Nam Hai Phong station (Hai Phong city); the length of the main line is about 363km; the length of the branch lines is about 63km.
The project goes through 6 provinces and cities, including: Lao Cai, Phu Tho, Hanoi, Bac Ninh, Hung Yen and Hai Phong.
Invest in new double-track sections from Bac Hong station to Nam Hai Phong station and the section from Yen Vien station to Gia Lam station, single-track for the remaining sections; gauge 1.435mm; shared passenger and cargo transportation;
Design speed 160km/h for the section from Lao Cai station to Nam Hai Phong station, design speed 120km/h for the section passing through the Hanoi city hub area; design speed 80km/h for the remaining route sections.
The project applies railway technology running on rails; uses electric pull for the main line and branch line connecting from Yen Vien station to Gia Lam station; uses diesel pull and will convert clean energy locomotives in the future for branch lines connecting seaports.
Preliminary total land use needs of the Project are about 2,075 ha; preliminary resettlement population is about 25,544 people.
The preliminary total investment of the Project is 289,339 billion VND, an increase of 86,108 billion VND compared to the preliminary total investment approved by the National Assembly.
Regarding progress, the Project will prepare a feasibility study report from 2025, striving to basically complete the Project by 2030 at the latest. Invest in the branch line connecting Nam Hai Phong station with Nam Do Son station in sync with the investment progress of Nam Do Son wharf area.
The total investment is calculated more specifically and in detail
Before the National Assembly passed the Resolution, Member of the Party Central Committee, Minister of Construction Tran Hong Minh gave an explanation about the basis for determining the preliminary total investment of the project.
According to the Minister, the preliminary adjusted total investment this time is calculated more specifically and in detail based on the Feasibility Study Report.
In which, the total investment is determined based on the technical standards and norms approved and converted by the Ministry of Construction; volume according to the Feasibility Study Report dossier; prices of domestic materials and materials according to domestic quotations, imported materials referring to foreign prices.
Unit prices and policies on compensation, support, and resettlement are also updated until 2026.
Accepting the opinions of the National Assembly Standing Committee, the Government has supplemented regulations in the draft Resolution, in which the Government is responsible for determining the preliminary total investment of the project, ensuring compliance with requirements, standards and norms according to the provisions of law.

Regarding additional and adjusted costs, Minister Tran Hong Minh said that construction and equipment costs increased by 51,210 billion VND, mainly due to the addition of connecting branch lines; adjusting design solutions to increase sustainability, stability, ensure flood drainage, adapt to climate change; converting the route section from Bac Hong station to Nam Hai Phong station from single road to double road; supplementing 22 kV power lines, adjusting locomotive, carriage and equipment costs.
Compensation, support, and resettlement costs increased by 34,849 billion VND due to updating volume, unit prices, supplementing site clearance for the Yen Vien - Gia Lam station section and about 1,048 hectares of material mines, waste disposal sites...
Project management costs, construction investment consulting and other costs increased by about 163 billion VND, while contingency costs decreased by 114 billion VND.
The Government will direct to strengthen inspection, supervision, and strict control of all types of costs, minimizing the need to continue to adjust the total investment in the project implementation process.
