Recently, the arrangement and streamlining of the apparatus and the arrangement of administrative units to build a 2-level local government model is a key and urgent task to improve the effectiveness and efficiency of the political system.
The Prime Minister and the Ministry of Finance have issued many documents directing and guiding the implementation of creating a legal and political basis for ministries, central agencies and localities to implement the arrangement of headquarters and public assets to meet the needs of working according to the new organizational model and handling headquarters and surplus public assets when restructuring the apparatus.
However, through actual monitoring in localities, there have been some difficulties and problems in purchasing assets, equipment, repairing and renovating offices, public accommodation, as well as decentralization mechanisms and funding sources.
This can delay, disrupt work and affect the operations of agencies and units when they officially operate under the new organizational model.
In order to promptly remove the above difficulties and obstacles in Official Dispatch No. 95/CD-TTg, the Prime Minister requested that Chairmen of People's Committees of provinces and centrally run cities not allow waste, negativity, and corruption in their implementation.
At the same time, quickly, drastically and promptly deploy tasks and requirements on digital transformation and information technology, including information technology data infrastructure and digital transformation to serve the arrangement of the apparatus according to requirements and progress.
Direct the procurement of additional purchases according to prescribed standards and norms in cases where cars, machinery, equipment and other assets are available after arrangement but do not meet the requirements for performing tasks.
Proactively arrange local budgets and other legal financial sources to arrange and implement the arrangement of the commune-level apparatus.
Regarding the arrangement of provincial-level agencies, the province is decided to set up a new administrative center after the arrangement and is responsible for allocating funds for implementation.
In case of difficulties in funding sources, the provincial People's Committee promptly reports to the Ministry of Finance for synthesis and submission to competent authorities for consideration and handling on June 23, 2025.
Resolutely, promptly and fully carry out tasks under its authority to ensure the new government apparatus operates smoothly.
