Infrastructure - the driving force for economic development
In his speech on "Strategy for developing transport infrastructure and urban infrastructure until 2030, with a vision to 2045", Mr. Tran Quang Trien - Director of the Department of Construction - emphasized that infrastructure is a strategic breakthrough, deciding to attract investment, expand development space and improve the quality of life of the people.
In recent years, Hung Yen has achieved many important results. The network of national highways, expressways, beltways and large river bridges has been formed, creating favorable conditions for connecting with Hanoi, Hai Phong, Quang Ninh. The urbanization process has reached over 40%, forming new growth poles in the central city, My Hao, Pho Noi, Thai Binh.
However, the transportation system still has many shortcomings. More than 762 km of provincial roads are mainly not yet meet technical standards; many district and commune roads have not been completely hardened. Some bridges are weak, do not meet the load, and hinder the circulation of goods. Although railways and river ports have great potential, they have not been exploited effectively. In urban areas, the lack of green space, drainage systems are still limited, and flooding after heavy rain still occurs.
The bright spot is that digital infrastructure has been deployed quite synchronously to the commune level, creating a premise for building smart cities. However, planning data lacks connectivity, infrastructure management is not linked to real-time monitoring.
According to the Director of the Department of Construction, if the "bottlenecks" are not removed soon, the province will face the risk of high logistics costs and poor investment attraction. But if taking advantage of the opportunity to unify, link with regional planning and make infrastructure breakthroughs, Hung Yen can completely rise to become a new growth pole, a strategic gateway to the Southeast of the capital.

Completing the two-level government model
From the perspective of building the state apparatus, Mr. Ha Tien Thang - Deputy Director of the Department of Home Affairs - affirmed that after implementing the National Assembly's Resolution on the arrangement of administrative units, the two-level local government model in Hung Yen has been in stable operation since July 1.
Outstanding results include: the apparatus is streamlined with the reduction of hundreds of focal points; the team of cadres is quickly consolidated, ensuring uninterrupted administrative activities; online public services connected to the National Public Service Portal and population databases, creating convenience for people and businesses. Security and order work is maintained, the consensus of the people is high.

In addition to the results, the new model is also limited: the system of legal documents is not yet synchronous; there is a local surplus - shortage of human resources; the commune-level budget is limited; information technology and transport infrastructure has not met requirements. From there, the Department of Home Affairs proposed 8 groups of solutions, emphasizing the spirit of "doing each task, ending that task", promoting decentralization - decentralization, reviewing the document system, strengthening the staff, and at the same time promoting the exemplary role of the leader.
In the health sector, Ms. Nguyen Thi Anh - Director of the Department of Health - shared that the average life expectancy of Hung Yen people is now over 75 years old, the health insurance coverage rate is 95%, 100% of communes meet national health standards. The province has invested in upgrading many specialized hospitals, while promoting digital transformation in medical examination and treatment management, connecting personal health data with the medical records system.
The health sector also advised on the issuance of a thematic Resolution on the development of grassroots health care, preventive medicine and population work, and at the same time implemented a project to upgrade 40 commune health stations. This is an important step to improve the quality of health services, meet the needs of health care, improve the stature and longevity of the people in the new period.
The presentations at the Congress all drew from practice, mentioning key areas and providing specific solutions. Along with the general political resolution, these opinions will be an important basis for the Party Committee and People of Hung Yen to successfully achieve development goals, making the province a new growth pole of the Red River Delta in the coming decade.
