Many impressive and breakthrough achievements
According to the report, in the 2020-2025 term, Hung Yen province's economy will grow faster and more sustainably; the scale of the economy will be enhanced, continue to be restructured towards industry and services associated with improving labor productivity and growth quality; basically completing the main and important goals set out. In particular, the growth rate of gross regional domestic product (GRDP) in the period of 2021-2025 will reach an average of 9.17%/year, higher than the average of the period of 2016-2020 (8.28%).
In 2025, the scale of GRDP is estimated to reach 328,283 billion VND, 1.73 times higher than in 2020. GRDP per capita is increasing rapidly; by 2025, it is estimated to reach 101.5 million VND (equivalent to 4,200 USD), an increase of 67.77% compared to 2020. The economic structure has shifted positively to industry and services. In 2025, the agriculture, forestry and fishery sector will account for 11.9%; industry and construction will account for 55.8%, services will account for 27.2%; product taxes minus product subsidies will account for 5.1%. Total export turnover in 2025 is estimated to reach 11,968 million USD, an average increase of 14.2%/year, 1.94 times higher than in 2020.
Currently, the whole province has 27,659 enterprises (a level of 2.96 times compared to 2020). Attracting foreign investment has achieved positive results, focusing heavily on infrastructure projects in industrial parks, industrial clusters, high-tech projects; prioritizing projects using land, resources, and energy economically. By the end of June 2025, Hung Yen province had 1 economic zone, 23 industrial parks established with a total area of 5,891.4 hectares, the occupancy rate was 64.9%; 74 industrial clusters were established with a total area of 3,931.2 hectares. Many large, modern, ecological urban area and social housing projects have been built.
Total social investment capital in the period of 2021-2025 is estimated at 636,304 billion VND, 1.67 times higher than the period of 2016-2020. Many key and important transport projects and works have been invested in construction, renovation, repair, upgrading, completion and put into operation in the past 5 years with a length of thousands of kilometers, changing the appearance and capacity of the province's socio-economic infrastructure.
In particular, in 2025, the State budget revenue in the province is estimated to reach more than 74,432 billion VND, far exceeding the set target. Total state budget revenue for the 2021-2025 period is estimated at VND 269,993 billion, nearly 2.38 times higher than the 2016-2020 period. Thanks to the rapid increase in local budget revenue, the province has the conditions to increase investment in socio-economic development.
The province's medium-term public investment plan for the period 2021-2025 has been adjusted up many times, reaching a total public investment capital of VND 152,155 billion, the largest level ever and 3.92 times higher than the period 2016-2020.

Results of implementing 3 strategic breakthroughs
To achieve the above results, the province has implemented 3 quite comprehensive strategies including:
First, promote the drastic implementation of administrative reform, improve the business environment, and enhance competitiveness. Hung Yen province (old) is the leading province in the country in terms of improving the provincial competitiveness rating (PCI); promoting the reduction and simplification of administrative procedures. The two provinces of Hung Yen and Thai Binh have previously prepared and submitted to the Prime Minister for approval the Provincial Planning for the period 2021-2030, with a vision to 2050, opening up new space and strong growth momentum.
Second, focus on mobilizing investment resources, creating breakthrough changes in socio-economic infrastructure, especially transport infrastructure, focal and key traffic axes, and key traffic routes in the province, connecting with the capital Hanoi and provinces in the Red River Delta and the Northern Coast.
Third, promote the development of modern science and technology, digital transformation; improve the quality of human resources, focusing on developing high-quality human resources and training, fostering and developing a team of cadres, civil servants and public employees with capacity, qualifications and ethics to meet the development requirements of the province. The ranking of the local innovation index (PII) and the digital transformation index (DTI) has been significantly improved.
