On April 21, at the City Citizen Reception Headquarters (No. 349 Pho Hue), Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang chaired the regular citizen reception session in April 2026.
Many contents of recommendations and reflections
At the reception, the Chairman of the City People's Committee directly listened to citizens present their opinions, recommendations, and reflections. The content of the opinions mainly focused on the fields of land, site clearance, issuance of land use right certificates, resettlement arrangement, service land allocation and settlement of administrative complaints.
In which, some opinions reflected the situation of prolonged land disputes, which have been sent many times but have not been resolved definitively by local authorities, affecting the legitimate rights of people. Some cases of petitions related to compensation, support and resettlement policies when the State recovers land to implement projects, requesting consideration for resettlement arrangements suitable to the actual living conditions.
In addition, there are opinions suggesting the implementation of conclusions on resolving denunciations that have been issued before, and at the same time proposing the issuance of land use right certificates for areas being managed and used. Some cases reflect obstacles in service land allocation, requesting the city to soon complete mechanisms and policies to handle them thoroughly, ensuring the rights of people whose land is recovered.
In addition, the recommendations also mentioned the slow processing of dossiers for issuing land use right certificates, as well as obstacles in determining financial obligations when changing land use purposes. Notably, many cases have been transferred to competent authorities for consideration and resolution, but progress is still slow, without definitive answers, leading to citizens continuing to petition at the city level.
Implement promptly and thoroughly right from the grassroots level
After listening to all citizens' opinions, reports from departments, branches, localities and the City Citizen Reception Board, Chairman of Hanoi People's Committee Vu Dai Thang directly concluded and specifically directed each case.
In which, Mr. Vu Dai Thang requested relevant units to clearly define their authority and responsibility, not to avoid or shirk responsibility; and at the same time, there must be a roadmap and specific deadlines for resolution, ensuring the legitimate and lawful rights and interests of citizens.
Regarding cases under the authority of commune and ward levels, the Chairman of the City People's Committee requested grassroots authorities to proactively organize citizen reception, direct dialogue, issue clear and definitive written responses; not to let the situation of citizens having to go back and forth many times, sending petitions beyond their level. Cases that have been directed but are slow to implement must review the responsibilities of collectives and individuals involved.
For complex cases involving many agencies, the Chairman of the City People's Committee assigned departments and agencies to take the lead in coordinating and urgently reviewing and advising on handling solutions based on legal regulations, and at the same time proposing mechanisms to remove obstacles in policies, especially in the fields of land, service land allocation, and resettlement.
Emphasizing the requirement to improve the efficiency of citizen reception work in the context that the city is implementing a two-level local government model, Chairman of the City People's Committee Vu Dai Thang pointed out that the resolution of people's petitions and reflections must be carried out promptly and thoroughly right from the grassroots level, minimizing the situation of backlog, prolongation, and arising complaints.
The Chairman of the City People's Committee also requested the City Inspectorate and the City Citizen Reception Board to strengthen inspection and urging of the implementation of conclusions and directions; promptly advise on handling complex and prolonged cases, ensuring the correct order and legal procedures. At the same time, departments, branches, and localities need to focus on propaganda and explanation to help people understand the regulations and create consensus in the settlement process.
