Recently, Hanoi City has been actively implementing the arrangement of communal administrative units in the area. In order to promptly implement the tasks in the coming time and prepare conditions for new communes and wards to put into operation from July 1.7, 2025 in accordance with the Conclusion No. 157-KL/TW of May 25, 2025 of the Politburo on the implementation of the Resolutions and conclusions of the Central Government and the Politburo on organization of the apparatus and administrative units, the President of the City People's Committee require the following contents.
Director, heads of departments, branches and branches; Chairman of People's Committees of districts, towns; Chairman of People's Committees of communes, wards and townships shall base themselves on their assigned functions, tasks and powers, actively propose and submit to competent authorities for promulgation or promulgation according to the competence of legal documents, documents guiding the settlement of difficulties and problems arising and related issues in the process of organizing the arrangement of administrative units.
Along with that, end the operation of district-level administrative units and organize local government at 2 levels, ensuring that after the arrangement of new commune-level administrative units, they will operate smoothly, without interruption, and without gaps. Proactively develop documents and organize training to serve the handover work in the process of implementing the arrangement of administrative units.
Chairman of the Hanoi People's Committee Tran Sy Thanh strictly prohibits the impact and intervention in the process of personnel arrangement when implementing administrative unit arrangement.
According to the directive, the Department of Home Affairs continues to advise on the implementation of contents on organizational arrangement; resolving policies for redundant cadres, civil servants, and public employees when rearranging administrative units; compiling statistics on policy management records for meritorious people and social protection beneficiaries to hand over to new commune-level administrative units; reorganizing records and maps of the boundaries of commune-level administrative units to implement the arrangement in 2025 according to the Resolution of the National Assembly Standing Committee.
Along with that, the Department of Home Affairs shall assume the prime responsibility for, and coordinate with relevant units to advise the City People's Committee to arrange and reorganize public non-business units in accordance with the direction of the Steering Committee on the review of the Government's Resolution No. 18-NQ/TW in Document No. 68/CV-BCD dated May 28, 2025.
The Department of Home Affairs shall assume the prime responsibility for, and coordinate with the Department of Finance and related units urgently implementing the determination of the plan of administrative and political centers and the working office of 126 newly established communes and wards under the proposal of arranging administrative units in accordance with the direction of the City Party Committee in Notice No. 2230 -2025.
In addition, the Chairman of the City People's Committee was advised to establish 126 Working Groups of 126 new communes and wards to carry out the work of handing over tasks from districts to new communes and wards.
Advising on handling responsibilities for heads of agencies and units who do not complete or are late in performing tasks assigned by the city (if any).
