Politburo member and President Luong Cuong mentioned the above content at the Military-Political Conference of the entire army, evaluating the results of leadership and direction in implementing military and defense tasks in 2025 and deploying tasks in 2026 this morning (December 17). The conference was organized by the Central Military Commission - Ministry of National Defense, according to VNA.
At the Conference, President Luong Cuong commended and congratulated the achievements that the Central Military Commission, the Ministry of National Defense and the officers and soldiers of the entire army have strived to achieve in the past time.
Regarding the direction and tasks in the coming time, President Luong Cuong suggested that the Central Military Commission, leaders of the Ministry of National Defense, Party committees, and commanders at all levels in the entire army continue to lead and direct the implementation of strategic consultation functions with the Party and State on military and defense; be proactive, sensitive, improve research and forecasting capacity, have effective policies to handle situations, avoid being passive or surprised; continue to proactively coordinate the effective implementation of the 8th Central Resolution of the 13th tenure on the Fatherland Protection Strategy in the new situation.
The President requested coordination in specifically implementing solutions to build a strong and modern national defense; building a solid defense zone and defense area at all levels in new conditions, especially ensuring synchronization with the organization of local government at both levels and provincial and commune-level administrative units after being reorganized, truly operating effectively and efficiently.
Continue to effectively implement the policy of combining national defense with economy, economy with national defense; promote a very important role, being the core of the military bands, economic and defense groups participating in socio-economic development, stabilizing the population in border areas, islands, contributing to building a national defense posture, firmly protecting the sovereignty of the territory, border, and national islands.
The President noted the need to focus on building a revolutionary, disciplined, elite, modern People's Army; improve the overall quality and combat strength of the entire army; strictly maintain the combat readiness regime; innovate, improve the quality of training, coaching, and drills according to the plan and in accordance with new combat conditions; firmly protect the airspace, sea areas, borders, inland areas, cyberspace and key areas. Promote the breakthrough development of science, technology, innovation, digital transformation, master technology in manufacturing, producing, improving, and modernizing weapons and equipment, meeting the requirements of building a modern Army in the new situation.
According to the President, the Army needs to be proactive, proactive, synchronously, extensively, comprehensively, and effectively deploy international integration and defense foreign affairs, ensuring the highest national and ethnic interests. Strengthen cooperation, create intertwined interests, strengthen strategic trust with partners, especially neighboring countries, traditional friends, countries in the region, and major countries.
Promote the role and strengths of defense diplomacy, maximize international support; proactively and responsibly participate in defense diplomacy activities, regional and international multilateral forums, and United Nations peacekeeping.
In order to continue to focus on leading, directing, and caring for the building of a truly clean and strong Army Party Committee, the President requested special attention to improving the leadership capacity and fighting strength of Party committees and organizations at all levels and the pioneering and exemplary role of cadres and Party members, especially cadres and Party committee members at all levels; upholding the principle, especially the principle of democratic centralism, self-criticism and criticism; improving the quality of inspection, supervision, prevention and control of corruption, waste, and negativity, preventing degradation, "self-evolution" and "self-transformation" within the Party.
