The drill took place in the internal yard of Bach Mai Hospital, Facility 2 in Ninh Binh (Liem Tuyen Ward, Ninh Binh Province). The hypothetical situation was that at 4:00 p.m. on December 16, a fire broke out at the warehouse on the 3rd floor of the Hospital. At the time of the incident, the hospital's fire alarm and fire fighting system was in the process of being inspected, maintained, and repaired and could not operate.


The cause of the fire was an electrical short circuit during the production process. The main fuel is fabric, plastic, nylon... and can spread. Officers and employees working in the hospital panicked and tried to escape. During the escape, due to jostling and pushing, 15 officers, workers and residents fell and were injured, unable to move on the first and third floors.
To handle the above situation, the fire prevention and rescue forces at the grassroots level deployed fire fighting and rescue activities with 108 members of the fire prevention and rescue team and about 50 officers, workers and people participating in the escape. On-site vehicles include 10 hospital beds to transfer patients.


Next, after receiving the fire alarm information, the 114 Command Information Center quickly issued an alert, reported to the unit leaders, received and communicated the order to mobilize forces and vehicles of the Phu Van Fire and Rescue Team to fight the fire and rescue. Upon arrival, the Commander of the professional fire fighting force received the right to command the fire fighting.
Fire Prevention and Rescue Police force deploys fire fighting and rescue activities. Organize reconnaissance, prevent the fire from spreading, control and extinguish the fire until it is completely extinguished.
The purpose of the above exercise is to improve the capacity to organize, operate, command fire fighting and rescue of the leadership and command team in the Public Security force. At the same time, train fire fighting and rescue techniques for officers and soldiers and increase fighting strength to meet the requirements and tasks in the new situation.



Ensure readiness to mobilize maximum forces, means and resources for fire fighting of all levels, sectors and armed forces units in the province to participate in fire fighting and rescue. Strengthen the ability to closely coordinate between forces to promptly handle complicated fire and explosion situations in the province.
Propaganda and raising awareness of responsibility of heads of agencies, organizations, grassroots and all people in fire prevention and fighting work, contributing to expanding and developing the all-people fire prevention and fighting movement in the province in depth.
