According to information from the Ministry of Foreign Affairs, on the afternoon of October 30, during the program to attend the 2025 Asia-Pacific Economic Cooperation (APEC) Summit Week in Gyeongju City, South Korea, Politburo member and President Luong Cuong delivered an important speech at the 2025 APEC Business Summit.
President Luong Cuong emphasized that the world is entering the 4.0 industrial revolution with the fundamental difference of outstanding breakthroughs in artificial intelligence with unprecedented speed, widespread impact and global spread.
The President suggested that the APEC business community work with governments to deploy responsible artificial intelligence, promote open artificial intelligence and ensure inclusive artificial intelligence.
The President affirmed that in the face of the profound changes, instability and uncertainty that the world is experiencing, the Asia-Pacific region has the capacity and responsibility to play an important role in ensuring security and stability of the global economy, promoting new growth drivers in science, technology and digital transformation.
Sharing about Vietnam's development path in the new era, the President emphasized that after nearly 40 years of renovation, Vietnam has achieved important achievements of historical significance, creating a solid foundation for the country's breakthrough development to enter a new era with the world. That is an increasingly perfected system of institutions and policies according to international standards; a dynamic, deeply integrated economy; a stable socio-political system; and an international network of partners covering all five continents.
The President affirmed that these achievements are thanks to the correct policies, the tireless hands, minds and working spirit of all people, the valuable support and cooperation of international friends.
However, according to the President, Vietnam clearly recognizes that to achieve consecutive double-digit growth towards the goal of becoming a high-income developed country by 2045, it is necessary to have stronger and more drastic breakthroughs to break all barriers, remove all bottlenecks, unblock and maximize the resources and intelligence of all socio-economic sectors and transform the country's development model.
In addition to promoting three strategic breakthroughs in institutions, infrastructure and human resources, the President said that Vietnam is implementing a series of major reforms in innovation in law-making and enforcement, development of science, technology, innovation and digital transformation; development of the private economy; improving and upgrading infrastructure, especially the energy system; investing in people through education and health.
Along with that, Vietnam continues to promote extensive international integration based on the decisive role of internal resources, increasing internal resources along with taking advantage of external resources, shifting from the mindset of "participating" to "actively contributing".
The President also introduced Vietnam's outstanding achievements in science and technology development, innovation, digital transformation and highlighted the potential cooperation opportunities that partners can implement with Vietnam in areas such as artificial intelligence, digital technology, energy, biotechnology, smart cities.
The President emphasized that in a world full of instability, uncertainty, disruption and disruption, Vietnam brings businesses stability, safety and sustainable success opportunities.
Accompanying Vietnam, businesses will have a safe and stable political and social environment; a favorable and transparent investment and business environment; a market with a larger scale of more than 100 million people; a dynamic economy, strong growth and global connectivity; a young, abundant and well-trained workforce and an increasingly complete and synchronous infrastructure system.
