The Ministry of Foreign Affairs said that on May 19, 2025, the Vietnamese delegation led by Deputy Minister of Foreign Affairs Le Thi Thu Hang attended the 34th session of the Criminal Police and Criminal Justice Prevention Committee (CCPCJ34) in Vienna, Austria.
The focus of the session is the event of the United Nations ratifying the Convention against Cybercrime (Hanoi Convention) - the first document of the United Nations on crime prevention in more than 20 years, establishing an international legal framework to promote cooperation in preventing cybercrime.
Deputy Minister Le Thi Thu Hang announced the efforts of the Vietnamese Government in perfecting criminal law and international cooperation in crime prevention, including the initiative to host the opening ceremony of the Hanoi Convention.
She officially announced the event's organization time as October 25-26, 2025 in Hanoi, expected to be co-chaired by President Luong Cuong and Secretary General of the United Nations Antonio Guterres. Through the highest foreign channels, Vietnam is forwarding President Luong Cuong's Invitation to all heads of state of United Nations member states to Hanoi to attend the signing ceremony.
Detailed information about the signing ceremony was introduced at the "Road to Hanoi" Seminar on the afternoon of May 19 with more than 200 delegates attending in person and online. The seminar was organized by Vietnam in coordination with the United Nations Office on Drugs and Crime (UNODC) and UNODC Director General Ghada Waly, to ensure the scale and historical significance of the event.

Deputy Minister Le Thi Thu Hang emphasized that the Convention demonstrates the multilateral commitment of the international community and creates a legal foundation for cooperation in combating cybercrime. The signing ceremony is not only a signing event, but also spreads the message of strengthening international cooperation in this field. She called on countries to attend, sign and soon ratify the Convention to take effect.
At the seminar, Ghada Waly pledged UNODC to continue supporting Vietnam to hold a successful opening ceremony, marking the 80th anniversary of the United Nations establishment. Representatives of countries like Algeria and Japan emphasized the role of the Convention with the region and expressed support for Vietnam as the host country.
Vietnam and UNODC are coordinating to build an opening ceremony program along with sideline activities and related seminars. Within the framework of the conference, the Vietnamese delegation also worked with the UNODC Director General to discuss preparations and promote bilateral cooperation in crime prevention.
On this occasion, Deputy Minister Le Thi Thu Hang had a working session with General Director of the International Atomic Energy Agency (IAEA) Rafael Mariano Grossi on cooperation in the field of civil nuclear power.
The two sides discussed the development of a legal framework, policy consultancy, technology transfer and human resource training to support Vietnam in developing its first nuclear power plant project. The Deputy Minister invited Mr. Grossi to visit Vietnam again and he happily accepted.
