On May 21, the Standing Committee of the Vietnam Fatherland Front Committee (VFF) of Ho Chi Minh City held a conference to collect opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.
Mr. Pham Minh Tuan, Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, said that after more than 10 years of implementation, the 2013 Constitution has proven to play a great role in building and developing.
However, due to the requirements of comprehensive innovation of the political system, reform of the state apparatus, and improving the effectiveness and efficiency of national governance, amendments and supplements are necessary to meet practical needs and long-term development orientations.
One of the most noticeable points in the draft amendment of the Constitution is the strengthening of regulations related to the Fatherland Front and socio -political organizations. Article 9 is concretized, affirming the position of the Fatherland Front is the part of the political system led by the Party, the political basis of the people's government, and the center of the great unity bloc of the entire nation.
The draft first stipulates the principle of "democratic negotiation, coordination and agreement under the chairmanship of the Fatherland Front". This not only clearly establishes the role and coordination role of the Front in the system of member organizations, but also opens up favorable legal conditions to improve operational efficiency, streamlined units, overcome overlapping and duplicating today.
The amendment of Article 84 in order to present the right to submit to the Bill and Ordinance to the Central Committee of Vietnam Fatherland Front also affirms the increasingly clear role of the Front in participating in institutional building, reflecting the will and aspirations of the people in the highest legal form.
To clarify the core role of the Vietnam Fatherland Front, emphasizing the central organization in building and promoting the strength of great national unity, the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City has implemented Plan No. 86/KH-MTTQ-BTT from May 9, 2025 to collect public opinions and in the Vietnam Fatherland Front system at all levels.
The consultation is carried out in many forms: in-person conferences, written comments, and consultations on online platforms such as the website of the Vietnam Fatherland Front Committee of Ho Chi Minh City, Facebook page of the Ho Chi Minh City Front. The time for collecting opinions is extended until May 30, 2025.
Mr. Pham Minh Tuan emphasized: "Contacting opinions for this Draft Amendment to the Constitution is not only an important political task, but also a noble responsibility of each of us... Because building a Constitution is not only a matter for lawmakers, but also a matter for the entire people".
At the conference, Lawyer Truong Thi Hoa (Ho Chi Minh City Bar Association) gave detailed comments on the draft, focusing on institutionalizing the policy of streamlining the apparatus and improving the operational efficiency of local governments, as well as clarifying the role of the Vietnam Fatherland Front.
Lawyer Hoa proposed to add the phrase "professional social organization" to Clause 1, Article 9 of the draft, in order to ensure reality. She also proposed to review the specific names of organizations such as Trade Union and Farmers' Union into the Constitution, instead, more general regulations: "The Vietnam Fatherland Front is a widespread political union organization, a place to converge and coordinate the activities of socio -political organizations, social organizations with the same goal of serving the common interests of the people".
Regarding Article 10 related to the Vietnam Trade Union, Lawyer Truong Thi Hoa agreed with the affirmation that the Trade Union is an organization representing workers at the national level.
For the organization of administrative units (Article 110) and the questioning rights of delegates (Article 115), lawyer Hoa proposed to clarify the identification of administrative units under the province and consider the provisions of the questioning rights of the People's Council delegates to the People's Court, the People's Procuracy, because the delegate is the person elected by the people and the People's Council as the local power agency ...
