On the afternoon of September 24, 2025 (local time), at the United Nations Headquarters in New York, USA, a Summit on Climate Action was held co-chaired by United Nations Secretary General Antonio Guterres and Brazilian President Luiz Inacio Lula da Silva.
Politburo member and President Luong Cuong led the Vietnamese high-ranking delegation to attend and speak at this important conference.
In his opening speech, the UN Secretary-General stated that clean energy is promoting economic development and sustainable development, creating jobs. saying that if the National Defense driven Contributes (NDCs) are fully implemented, the global temperature increase is expected to be below 3 degrees Celsius, instead of 4 degrees Celsius compared to the previous forecast, Mr. Guterres called on countries to set new, more ambitious Contributor levels.
He said that he focused on promoting 5 areas including clean energy transition, methane cutting, forest protection, increased emission reduction in heavy industries, and ensuring climate justice, including ensuring green finance for developing countries.
As President of the 30th United Nations Conference on Climate Change (COP 30), the Brazilian President affirmed that the upcoming COP30 Conference will be a place for countries to discuss this issue openly, and called on countries to soon submit new NDCs before COP30.
Speaking at the Conference, President Luong Cuong emphasized that as one of the countries most severely affected by climate change, Vietnam is clearly aware and steadfast in its goal of sustainable development, harmonious economic growth, environmental protection, climate change response, constantly improving institutions and policies, creating a synchronous legal corridor for green transformation, equitable transformation, climate change adaptation, resolutely implementing committed goals, enhancing capacity and resilience for vulnerable areas and people.
To overcome the challenges of climate change, the President said that countries need to fully and promptly implement climate finance commitments, especially resources for equitable transition, associated with ensuring social security, creating jobs, supporting workers and vulnerable communities.
To help developing countries shorten the gap, the President called on the international community to further promote the transfer of advanced, clean and effective technology to serve the development of a green economy and a circular economy.
The President emphasized that the United Nations needs to continue to promote its central role in promoting solidarity, cooperation, building trust, ensuring fairness, justice, realizing the goals of the Framework Convention on Climate Change and the Paris Agreement on the principle of common responsibility but discrimination.
Developing countries need to pioneer in strongly committing to emission reduction, financial and technological contributions, initiating and spreading new initiatives and solutions, dialogue, connecting countries, businesses, social organizations and people around the world to participate in action.
