On September 23, 2025 (local time), at the United Nations Headquarters in New York, USA, Politburo member and President Luong Cuong delivered an important speech at the 80th United Nations General Assembly High-Level Discussion Session with the consistent message: "Honoring the value of peace, strong transformation to create a sustainable future".
In his speech, the President affirmed that over the past 80 years, the United Nations have always been the embodiment of humanity's common aspiration for peace, cooperation and development, based on the universal values of human rights, national independence, equality, democracy and social progress.
Affirming that peace is both a goal and a prerequisite for building a stable, fair, democratic and prosperous future, the President called on countries to comply with international law and the United Nations Charter, respect sovereignty and territorial integrity, do not interfere in internal affairs, do not use force or threaten to use force, and resolve disputes by peaceful means.
Promoting a culture of peace through building trust, international solidarity, dialogue, and respect for differences, the President called for a ceasefire, an end to violence, and protection of civilians, creating conditions for humanitarian access in conflict areas, and appreciated the recognition of the State of Palestine by many countries, calling for emergency humanitarian assistance to the Palestinian people, and requesting the US to lift sanctions against Cuba and remove Cuba from the list of terrorist sponsors.
The President emphasized the role of regional organizations, in which ASEAN maintains a central position in the Asia-Pacific region, actively building a self-reliant, inclusive and sustainable ASEAN Community; promoting the ceasefire between Cambodia and Thailand, implementing the 5-point Agreement on Myanmar, and maintaining peace, stability, security, safety, freedom of navigation and aviation in the East Sea on the basis of international law and the 1982 United Nations Convention on the Law of the Sea.
To create a sustainable future, the President called for reforming multilateral governance institutions globally, especially the United Nations and international financial and monetary institutions, to better adapt, ensure fairness, transparency, synchronous operation, efficiency and efficiency, and better meet the needs of countries and all people.
President Luong Cuong shared the story of a Vietnam that revived from the devastation of war, affirming that Vietnam is determined to implement strategic goals to become a developing country with modern industry, high average income by 2030, by 2045 to become a high-income country; implement the Sustainable Development Goals, achieve net emissions of "0" by 2050 and become a strong, prosperous and happy country.
President Luong Cuong affirmed that Vietnam always strives to do its best and accompany all countries to shoulder common responsibilities, overcome challenges, promote strong transformation to create a peaceful, stable, prosperous and sustainable world, bringing happiness and prosperity to all people.
On this occasion, President Luong Cuong respectfully invited countries to Hanoi to attend the Opening Ceremony of the United Nations Convention on the Prevention and Control of Cybercrime on October 25, saying that Vietnam is actively preparing to take on the role of Chairman of the Conference to review the Treaty on the Non-Distribution of Nuclear Weapons in 2026, and at the same time requested countries to support Vietnam's candidation to join the United Nations Human Rights Council for the 2026-2028 term and to be a Judge of the International Maritime Court for the 2026-2036 term.
