On March 25, the 7th thematic conference of National Assembly deputies for the 15th term opened to discuss a number of contents submitted to the National Assembly at the 9th session.
In his opening speech, National Assembly Chairman Tran Thanh Man said that the conference will discuss and give opinions on 8 draft laws that were first given by the National Assembly at the 8th session and 1 draft law will be submitted to the National Assembly for consideration and approval according to the process at 1 session.
This is the 7th full-time conference of the 15th National Assembly term, in the context that the entire political system is urgently implementing tasks to continue to reorganize the apparatus.
In phase 1, ministries, branches, agencies of the National Assembly, Party agencies, the Fatherland Front, socio-political organizations, and localities have been arranged.
To prepare for phase 2, we will consider amending the Constitution, amending a number of laws and arranging administrative units at the provincial and commune levels, not organizing at the district level.
"Currently, the whole country has 63 provinces and cities, and there will be a policy to merge a number of provinces and cities. As announced, about 50% of provincial and municipal administrative units will be arranged.
For district-level administrative units, if the Constitution is passed, there will be no district level. Currently, the country has 696 district-level units.
For commune-level units with about 10,035 commune-level units, the arrangement of commune-level administrative units will decrease by 60-70%, the official figure is now not yet available" - the National Assembly Chairman stated.

National Assembly Chairman Tran Thanh Man added that the upcoming 9th session is expected to last nearly 2 months. There will be a 2-3 week break and during this time, a public consultation on amending the Constitution will be held.
At the end of April - May, the National Assembly Standing Committee will hold many sessions to arrange commune-level administrative units.
The National Assembly Chairman stated that the draft laws discussed at this conference regulate many different areas, including very important laws that have a great impact on production and business activities and the business community.
For example, the Law on Special Consumption Tax (amended); the Law on Corporate Income Tax (amended), the Law amending and supplementing a number of articles of the Law on Product and Goods Quality. In addition, there are also draft laws that have received much attention from public opinion and National Assembly deputies such as the Law on Teachers.
The National Assembly Chairman suggested that delegates discuss and carefully analyze the new issue in the spirit of updating new directives and policies of the Central Committee, Politburo and Secretariat.
In particular, the National Assembly Chairman noted that the law only regulates contents under the authority of the National Assembly, promotes decentralization, delegation of power and prevents corruption and negativity.
Regarding the law-making process, the National Assembly Chairman emphasized that the submitting agency is responsible for the draft law until the National Assembly presses the button to approve it.
Therefore, the Government and the drafting agency must grasp the spirit of assigning, monitoring, and listening to opinions at all meetings and discussion sessions.
The National Assembly Chairman said that the 9th session of the 15th National Assembly is expected to consider passing 11 laws and commenting on 16 new laws, while adding amendments to the Constitution and amending many related laws.
