At the meeting to deploy the tasks of the Ministry of Home Affairs in March, Minister Pham Thi Thanh Tra requested a comprehensive assessment and proposed reasonable tasks and solutions for important issues such as: Labor, employment, policies for meritorious people, salaries, especially the situation of cadres, civil servants, and public employees after the arrangement of administrative units.
Regarding salaries, the Minister of Home Affairs emphasized the need to calculate and ensure connectivity when implementing the arrangement of administrative units, removing district level, and reorganizing commune level.
Ms. Pham Thi Thanh Tra suggested that the Department of Salary and Social Insurance must quickly take action and calculate a suitable plan.
For salary policies in specific areas ( remote areas), there were previously separate allowances, now when reorganizing administration, it is necessary to forecast the impact in advance, ensuring the new salary table is suitable.
This must be done in parallel with the progress of the local Government Department to have a plan to implement in advance, avoiding affecting the regime and policies of cadres, civil servants and public employees.
Previously, the Ministry of Labor, War Invalids and Social Affairs (now the Ministry of Home Affairs) also sent an official dispatch to localities requesting a review of the application of the regional minimum wage in 2024. In addition, localities also need to evaluate and propose current zoning adjustments.
Accordingly, the Government issued Decree No. 74/2024/ND-CP stipulating the minimum wage for employees working under labor contracts, in which the minimum wage is divided by region (attached to district-level administrative areas).
Recently, many provinces and centrally-run cities have adjusted district-level administrative boundaries (renamed, newly established, merged, dissolved, adjusted administrative boundaries) according to the resolutions of the National Assembly Standing Committee.
To update the area of minimum wage application and prepare a plan to propose to the Government on adjusting the minimum wage in the coming time according to the provisions of Article 91 of the Labor Code, the Ministry proposed that the Chairman of the People's Committee of provinces and centrally run cities direct the State Management Agency of Labor in localities to coordinate with relevant departments and branches to implement many contents.
First, review and update the names of localities applying the minimum wage, especially district-level administrative units that have been rearranged (renamed, newly established, merged, dissolved, and adjusted administrative boundaries) according to the resolutions of the National Assembly Standing Committee from July 1, 2024 to present.
Second, evaluate and propose the adjustment of the current zoning plan.
In case there is a proposal to adjust zoning, the local State Management Agency for Labor shall coordinate with the Management Board of export processing zones and industrial parks to discuss in writing with the Provincial Labor Federation, Branches of the Vietnam Federation of Commerce and Industry at the provincial and regional levels, professional associations, investors and enterprises in the area, and report to the People's Committees of provinces and centrally run cities to submit comments to the Ministry before April 1, 2025.
The above works are being proposed to prepare for the proposed plan for the Government to adjust the regional minimum wage for 2025 in the coming time.
