
On March 25, according to the Government's Electronic Information Portal, the Ministry of Home Affairs has just officially proposed reorganizing current commune-level administrative units to form grassroots-level administrative units to suit the new organizational model.
Grassroots administrative units will include: communes, wards and special zones on islands.
These contents are included in the draft Law on Organization of Local Government (amended) being organized by the Ministry of Home Affairs for comments.
In particular, the Ministry of Home Affairs proposed to amend regulations related to the organization of administrative units and the 2-level local government model.
The draft Law accordingly amends and supplements regulations on the organization of administrative units and the model of local government at 2 levels (including: provincial and grassroots levels, non-district-level organizations) in accordance with urban, rural, island areas, economic - special administrative units.
According to this plan, the provincial level will keep the current regulations (including: provinces and centrally run cities), but merge a number of provincial-level administrative units to ensure compliance with regulations, while expanding development space.

For economic administrative units - especially will remain as the current regulations decided to be established by the National Assembly.
The draft Law on Organization of Local Government (amended) stipulates that local authorities at the provincial and grassroots levels both organize People's Councils and People's Committees.
In which the People's Council operates under a collective regime, decided by majority; the People's Committee operates under a collective regime of the People's Committee combined with promoting the responsibility of the Chairman of the People's Committee.
